Waukegan City Council considers proposed disabled-parking ordinance

FINANCE COMMITTEE

A. Motion to grant permission to the Information Technology Director to the purchase for the benefit of the Fire

Department a Documentation Storage Unit from  {vendor name TBD after bids opened} in the amount not to 

exceed {amount TBD after bids opened} charged to line item 100 301926495.

B. Motion to increase the City’s share for the Sheridan Road Reconstruction project approved on September 17,

2007 from $2,158,400 to $4,094,934 as a result of the final close-out of the project, and further to authorize the

disbursement of a final payment of $1,061,500.17 to the Illinois Department of Transportation charged to line

item 228 922827605.

A. Approval of Payroll dated August 5, 2016 in the amount of $1,474,252.20 and Final Payout dated August 5, 2016

C. Approve the Raffle Sale Applications for the Waukegan Township Republican Organization and Men’s Church

E. Accept and place on file the Monthly Treasurer’s report for the month of July 2016.

F. Approve the use of Urban Edge for the Waukegan Arts Council ArtWise Community Cultural Arts Series, from

September 10th to November 10th, 2016. This event is sponsored by The Waukegan Arts Council, and is an

approved event. In addition, the sponsor has applied under the Directive for Non-City/ Government Use of CityOwned

Buildings and Venues, and has paid all costs required by that Directive.

X. ORDINANCES / RESOLUTIONS

G. ORDINANCE – Adopt an Ordinance creating a new class of Liquor license, specifically, EE-B.

H. ORDINANCE – Amending Section 21-122 Limited Parking, by adding Handicapped Parking only, south side, in

front of the property commonly known as 1009 8th Street.

I. RESOLUTION – Authorizing the purchase of property by the City of Waukegan pursuant to the Neighborhood

Stabilization Program, specifically 1513 12th Street, Waukegan, Illinois, 60085 for a purchase of $34,000.00.

Sec. 2-65.1. - Rules of decorum at City Council Meetings.

The presiding officer shall conduct city council meetings in an orderly manner. No person in the audience shall engage in disorderly conduct, including any act that

disturbs, disrupts, or otherwise impedes the orderly conduct of any council meeting or the presentation of any speaker.

During the public comment portion of the city council meetings, if any, all public comments are limited to three minutes per individual. Individuals are directed to be brief

and concise in making their remarks and to address topics directly relevant to business of the city council.

The presiding officer, after one warning, may rule any individual addressing the city council out of order if the individual:

(8) Becomes repetitive;

(9) Exceeds the three-minute limitation;

(10) Makes personal attacks against others;

(11) Makes rude or slanderous remarks;

(12) Becomes threatening or boisterous;

(13) Engages in electioneering for candidate(s); or

(14) Otherwise interferes with the orderly and dignified conduct of the meeting.

If ruled out of order and is found by the chair to be out of order, the individual may be barred from further remarks at that city council meeting and barred from further attendance

at that meeting. This ruling of the chair can be overridden by a two-thirds vote of the aldermen present.

Nothing herein is intended to limit or restrain negative, positive or neutral comments about the manner in which an individual employee, officer, official or council

member carries out his or her duties in public office or public employment of the city.
