Lake County housing commission transfers program income

The Lake County Housing and Community Development Commission met Oct. 19 to transfer program income.

Here is the meeting's agenda, as provided by the commission:

The commission oversees local administration of the Federal Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), and the Emergency Solutions Grant Program (ESG) and other related programs. The commission also develops the Consolidated Housing and Community Development Plan by identifying community needs, setting priorities and establishing goals.

Video Gaming Fund (VGF) Application Process - Update

• There will be approximately $570K in Video Gaming Funds (VGF) available as grants. Upon announcement of Notice of Funding Availability, over $2.1 million in letters of intent (LOI) have been received.

• To reinforce the Board’s policy on scope of fund eligibility, staff have notified potential applicants of these eligibility parameters in advance of the application deadline.

Proposed 2016 Action Plan First Amendment

• The First Amendment to the 2016 Action Plan for Housing & Community Development includes the results of the recent application round for $435K in available pre-2015 Community Development Block Grant Funds and several housekeeping changes.

• Additionally, the First Amendment shall, subject to final HUD approval, include a transfer of program income from the Neighborhood Stabilization Program (NSP) to the Community Development Block Grant (CDBG) program in support of HUD’s policy of grantees’ NSP closeout upon completion of key NSP requirements.

• Proposed use of NSP program income as CDBG would be consistent with the Lake County Board’s most recent NSP substantial amendment approved April 14, 2015.

• As this First Amendment is being considered by the HCDC in advance of HUD approval for NSP closeout, the potential transfer of NSP program income to CDBG is included as an Addendum to the proposed Amendment.

Approval: 2016 Action Plan First Amendment

• The U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal housing and community development funding for each year of grant funding.

• The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago; all three jurisdictions receive Community Development Block Grant (CDBG) funding.

• The proposed Action Plan amendments reflect recommendations made by the Housing & Community Development Commission (HCDC) on September 14, 2016.

• Additionally, staff seeks contingent approval to transfer program income from NSP to CDBG as explained in Item 6.2. The potential transfer of NSP program income to CDBG is contained as an Addendum to the proposed First Amendment and upon approval by HUD would require no further action from the HCDC and the Lake County Board.

• To date, no public comments have been received on this proposed Action Plan amendment since opening the public comment period on Friday, October 8, 2016. If approved following an Action Plan Amendment Public Hearing on October 19, 2016, this proposed First Amendment will be recommended to the Lake County Board for approval on November 8, 2016.
