Village of Winthrop Harbor President and Board of Trustees met March 21.

The meeting was called to order by Mayor Loy at 7:00 p.m.
The following Elected Officials were present:

The Invocation was led by Pastor Doug Carlson from Grace Missionary Church, followed by the Pledge of Allegiance.
Approval of Minutes
1 - A motion was made by Trustee Weiss and seconded by Trustee Braden to approve the March 7, 2017 Regular Board Meeting Minutes as presented. Mayor Loy declared the motion carried on the following roll call vote.

2 - A motion was made by Trustee Marabella and seconded by Trustee Robards to approve Resolution 2017-R-7 as presented. Mayor Loy declared the motion carried on the following roll call vote.

Docket #03-PZB-17 – The Petitioner, Timothy Schwuchow, Requested a Zoning Change for the Property at 1142 Sheridan Road from B-1 Retail Business District to B-2 General Business District and Request a Special Use Permit to Operate an Automotive and Tractor Trailer Repair Business at the Same Address. PZB Recommends Approval.
Mayor Loy recused himself and left the dais due to the fact he’s the property owner. Trustee Robards assumed the role of Chairman pro tem.
3 - A motion was made by Trustee Braden and seconded by Trustee Marabella to approve in principle with directions to have Attorney Long Draw up an Ordinance. Chairman Pro-tem Robards declared the motion carried on the following roll call vote.

A Discussion Regarding the Remodel of Public Works Building
Tim Neargarder said that this was talked about last year at budget time and the concern was where the money was going to come from and the fact that we still owed on the ITEP Grant. The ITEP Grant is now paid off so the lowest cost to get this done would be $525,000.00. To bring the building up to code the entire outside, a new roof and the office remodel would need to be done. If we go out to bid in the next month or two, construction could begin May or June and be done in October. Tim thought it would be a good time to talk about it since we were about to start budgets. Trustee Marabella reminded everyone that we had a light winter, therefore we have saved some money and he thinks this could be worked into the budget this year. Trustee Robards agreed that this needs to get done. This would finish the Public Works project off.
A Discussion Regarding a Grant for Street Lighting at 38 Acre Park and the Pines Subdivision
Public Works is working with Dominion Lighting to obtain a grant to fund 50% of the switch to LED lighting for all of the street lights in the Pines subdivision and to do the parking lot lights at the Recreation Building and the flood lights at the tennis courts and skate park. The Pines would cost about $8,600.00 and we would only have to pay about $4,000.00. It would save the Village about $16,000.00. It is not budgeted but we will try to work it in the Electric line item. We will talk about this during the budget meetings.
Public Hearings:
Rich Coombe from the V.F.W. thanked the board for passing the A-frame sign Docket.
The V.F.W. presented the Village with two checks both to the Recreation Department. The first one in the amount of $500.00 is to be used for baseball sign-ups for the students that can’t afford to pay. A second check in the amount of $1,000.00 is for maintenance of the baseball fields.
Unfinished Business:
Trustee Hargett – Police Department
• We signed a 1 year agreement with Westrec for the Police Dept. to handle security down at the Marina so we will still have a presence down there.
Trustee Marabella – Public Works Department
• Glad that we have an agreement with Westrec. That’s huge. It brings our community together.
• Baseball season will be starting soon.
• Branch pick-up is coming up.
• It was awesome about the funds that we received for the K9. It was great to see the community come together.
Trustee McCarthy – Recreation Department
• Thanked the V.F.W. for their donations and everything they’ve done for the Recreation Department.
Trustee Braden – Community Development
• Thanked the V.F.W. for both of the very generous gifts.
• Good job to Chief Brumlik for the contract negotiations.
• Congratulations to the Police Dept. for the great turn out and thanks to the residents in the community for donating to such a great cause.
Trustee Robards– Fire Department
• Thanked the citizens for coming out and donating for the K9
• Thanks to the V.F.W.
• We have the Fire Department Reports.
Trustee Weiss – Finance Department
• Thanked the V.F.W. for their donations and support to the community in the past years.
• Great job Chief for the contract with Westrec.
• Please look at the schedule and pick out 4 dates for the budget meetings.
Mayor Loy
• Our next meeting is in 2 weeks and if we have no business, would the board entertain cancelling it due to the elections? It was agreed to do so if there is nothing pending.
