Village of Deer Park Board of Trustees met April 10.

Here is the minutes provided by the Board:

1) Pledge of Allegiance

A special meeting of the Board of Trustees for the Village of Deer Park was held on April 10, 2017, 7:00 p.m. at Vehe Barn, 23570 W. Cuba Road, in the Village of Deer Park, in Counties of Lake and Cook, Illinois. President Kellermann called meeting to order at 7:00 pm.

2) Roll Call and Determination of a Quorum

Upon roll call, the following were present: President Kellermann and Trustees Olson, Pietro, Sands, Lemme, Michalski and Van Ryne. Other Village officials present included Administrator McAndrews, Treasurer Littwin, Building and Zoning Development Coordinator Doniec and Clerk Kelly.

3) Approval of Agenda

Motion: Trustee Olson moved and Trustee Pietro seconded to approve agenda

4) Approval and Release: Special BOT March 20, 2017 5:30pm Meeting Minutes

Motion: Trustee Pietro moved and Trustee Sands seconded to Approve and Release Special BOT March 20, 2017.5:30pm Meeting Minutes

5) Public Comments - Sign up prior to meeting on sign-in on podium; 5 minutes time

Tim Hadzima of 511 Court Touraine New resident of Deer Park moved his business from downtown Chicago to Deer Park about 6 months ago. Mr. Hadzima stated he is interested in installing a 50% open 4 foot fence on his property with the cost being around 10-12 thousand dollars. Per Village Code Mr. Hadzima can only install 2 sides of his home with 4 foot high fencing. The other sides only are allowed 3 foot high fencing. Building and Zoning Development

Coordinator Doniec informed Mr. Hadzima he would need to apply for a variance to the Municipal Code and informed Mr. Hadzima of the procedures and steps to start the process. Mr. Hadzima would like to know the reasoning behind the Municipal Code and why other homes in his area have 4 foot high fences. Mr. Hadzima stated there are fences in his area that are falling down or look as though they have just been installed. The Board directed Mr. Hadzima that he would need to have a public hearing for a variance with the Planning and Zoning Commission.

 6. Approval of Ordinance Approving an Amendment to the Village of Deer Park Comprehensive Plan Administrator McAndrews stated these changes are to remove any references to Palazzo, and Solana, removal of names is to make the document timeless. Administrator McAndrews stated these changes have been approved by the Planning and Zoning Commission in a Public Hearing on April 3, 2017. Trustee Michalski would like to see word changes to Comprehensive Plan. Page 32 replacement of the word planned to the word proposed and removal of positive and other changes in the wording. Trustee Michalski would provide all the changes to Administrator McAndrews. Administrator McAndrews stated the document has been reviewed by Attorney Cahill any changes to the wording would need to be addressed by Village Attorney Cahill.

Motion: Trustee Michalski moved and Trustee Pietro seconded of Approval of Ordinance Approving an Amendment to the Village of Deer Park Comprehensive Plan with text changes and approval of Village Attorney

7. Consideration of changing name of Peterson Park Board discussed possible name change of Peterson Park to New Day Park, Deer Path Park, or Deer Corners Park. Administrator McAndrews stated staff is looking into cost of a new sign to match other signs. Possibly use different materials the old park signs are made of wood and they are rotting. Costs of signs are not included in the 2018 budget.

8. Fiscal 2018 Budget Workshop III Administrator McAndrews stated there is not much to address under Revenues.

Line 107 removal of Possible Annexation under Comments

Line 128 change dollar amount to 200,000 Trustee Michalski and Trustee Sands would like to see a Citizen Responsibility Plan with Drainage. Administrator McAndrews stated articles are placed in the newsletter as well. Trustee Sands stated the possibility of Christopher Burke creating a plan for the Citizens.

Line 132 Administrator McAndrews stated after conversations with Ela Township the cost to replace signs to comply by 2018 is about 40,000. Administrator McAndrews suggested placing 20,000 in 2017-2018 budget and 20,000 in 2018-2019 budget.

Board and Staff discussed possibility of a Village logo and branding to be used on the new Village signs.

Line 143 no funds are allocated under this item. Administrator McAndrews stated CBBEL is looking into new resident complaint with D&W Fine Packing. CBBEL is looking at records from previous engineer. Any drainage repairs or maintenance would draw from line 128.

Line 156 Discussion of CERT contribution for Software to be used for the CERT Members in the amount of 2,500.

Line 211 remove comments and discussion on possible use for new Village street signs.

Line 230 and Line 222 were adjusted to comply with MWRD for I&I requirements.

Discussion of the Lift Station failing, Lake County Public Works suggest maintenance to the drainage pipes. The lift station is 15 years old.

Line 49 Administrator McAndrews distributed a spreadsheet of salary increases for Village staff. Board would like to see staff evaluations/performance reviews. Administrator McAndrews would have a binder available in the office for the board members to review. Board members discussed justification of increases for Village Staff.

9. Adjournment

Motion: Trustee Michalski moved and Trustee Pietro seconded to adjourn the meeting at 8:19 p.m.
