Here is the minutes provided by the Board:

The meeting was called to order by Mayor Bruno at 7:00 pm.

The following Elected Officials were present:

Mayor: Dr. Michael Bruno

Trustees: Buddy Hargett, John Levin, Robert Marabella, Dana McCarthy, Richard Robards, Hartmut “Fritz” Weiss

Also present:

Attorney, Robert Long

Julie Rittenhouse, Village Clerk

The Invocation was led by Pastor Major Dalton from First Baptist Church, followed by the Pledge of Allegiance.

Approval of Minutes:

1 - A motion was made by Trustee McCarthy and seconded by Trustee Weiss to approve the April 24, 2017 Budget Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

2 - A motion was made by Trustee Robards and seconded by Trustee Weiss to approve the April 25, 2017 Budget Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

2016-17 Police Pension Annual Report

Ordinance 2017-O-8 An Ordinance Authorizing the Sale or Disposal of Personal Property

9 - A motion was made by Trustee Marabella and seconded by Trustee Robards to Set Aside the Rules of the President and Board of Trustees and Waive the First and Second Reading of Ordinance 2017-O-8 and approve as submitted. Mayor Bruno declared the motion carried on the following roll call vote.

A Discussion of Bonds Repayment at LCPWD – Don White, General Manager

Mr. White explained the reason for the bonds and what the money would be used for. He passed out a packet that had pictures, diagrams and computations of revenue delivery requirements and availability and repair and replacement charges. It explained the projects to be funded by the Bonds.

Lakeshore Chamber of Commerce Request the use of the Community Center and Parking Lot for Open Mic on August 26, 2017 from 12:00pm until 9:00pm waiving any and all fees.

Public Hearings:

Tim Bishop, Dave Hanson, from the Coast Guard Auxiliary and Harbor Master, Mark Stevens from the U.S. Coast Guard thanked the board for the Proclamation on National Safe Boating Week Proclamation. Dave Hanson presented the entire board and Department Heads that were present, with a challenge coin celebrating their 25th anniversary.

Unfinished Business:

Trustee Marabella – Public Works Department

• Baseball season. Be careful and watch for the children especially by Public Works.

• The parks and fields are looking really nice.

• We’re trying to clean up Public Works and get rid of unwanted stuff.

Trustee McCarthy– Recreation Department

• Thanked Scott and the Rec Board for all of the hard work and coaches and all volunteers do. There are never enough volunteers so anyone interested in helping out would be great. The baseball/softball is one of the best programs that we have here in Winthrop Harbor. It’s growing every year.

• Winthrop Harbor Pageant is Saturday at 3:00 at North Prairie Jr. High.

Trustee Robards – Fire Department

• Wanted everyone to see that the Fire Department’s monthly report is out.

Mayor Bruno

• Thanked the Coast Guard for the coin

• He agreed that the fields are excellent. Better than he remembers.

• May 4th he attended a 2017 Local Government Seminar. Thank you Attorney Long.

• May 11th as part of our efforts to diversify and increase our revenue stream for Community Development and Capital Improvements, myself, Pat and Tim met with a government relations consultant and discussed potential opportunities for grants as well as strategic partnerships with an intergovernmental relationship. We need to complete our capital improvement plan. It’s estimated to take about a year to complete. Each department would identify several priorities within their departments and the consultant would develop a strategic approach for securing revenues for these projects. We meet with the consultant again the first week of June.

• I met with Tim and the Architect for the Public Works Building and discussed the building. It’s going to bid and I would like to see the cost get down to the $425,000.00 range. It will go out to bid next week or the following week. We want to drop it as much as possible.

• I contacted Scott Stevens, the manager of the Marina, and Scott and Mark and I talked about the Marina improvements. Landscaping, making the docks safe, restrooms (cleaned and painted and cleaned daily), administration building, key pads, new signs on 7th Street. New ship store to be added in administration building. A pool to be built with an events pavilion for concerts, picnics and community events. Pool to be started late summer/early fall. Boat launch fee of $10.00 to pay for the North beach cleaning. A season pass is $150.00 and Winthrop Harbor Residents is $100.00. Open up to shore fishing. I plan on meeting with Mark and/or Scott quarterly. Their Grand Opening is June 10, 2017 from 10:00am to 6:00pm and Venetian Fest August 5th.

• June 8th I will be meeting with State Rep. Sheri Jesiel and if you have any questions you want me to ask her email them to me directly.

• Everyone have a save and happy Memorial Day.
