Village of Cary Committee of the Whole met Aug. 15.
Here is the agenda provided by the Committee:
Call to Order This meeting was called to order at 6:47pm by Mayor Kownick.
Roll Call Present: Mayor Kownick and Trustees Betz, Covelli, Weinhammer, Kraus, McAlpine and Cosler.
Absent: None
Others present included Village Administrator Rife, Public Works Director Morimoto, Police Chief Finlon, Finance Director Michael DuCharme, Village Attorney Simon and members of the audience per the sign-in sheet.
Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.
Public Comments There being no comments from the public, Mayor Kownick closed Public Comments at 6:48 pm.
Discussion Regarding Discussion Regarding the Fiscal Year 2018/2019 Budget and New Revenue Sources

Finance Director DuCharme provided background on the projected Fiscal Year 2018/2019 budget deficit and an overview of new revenue Sources.
Trustee McAlpine asked what happens if the new growth is not captured during the first year the Village is able to consider it. Financial Consultant Du Charme stated that if new growth is not captured in the first year, the Village is unable to do so later on.
Trustee Covelli asked if there were other revenue Sources instead of the taxes listed. Finance Director DuCharme stated that bringing in businesses that are not in direct competition with existing business, such as a car dealership, would increase revenue.
Village Administrator Rife stated that there have been significant cuts in the past few years, leaving very little left to cut.
Trustee McAlpine stated that economic development is a priority. Trustee McAlpine stated a car dealership would be an optimal business to have in the Village.
Trustee Covelli asked what would happen if they did not pass any of the taxes listed. Village Administrator Rife stated the Board would have to examine the use of other funds to balance the budget, such as the Revolving Loan Fund and the Land Conservancy Fund. However, Administrator Rife does not recommend this option because it does not address the budget deficit long term.
Discussion on Solicitors Ordinance

Police Chief Finlon provided background on the proposed Solicitors Ordinance.
Trustee Weinhammer asked about the 8:00 pm time limit. Village Attorney Simon stated that 8:00 pm is not an official cut-off time. However, case law has demonstrated that municipalities cannot impose time restrictions that significantly deter solicitors from contacting residents at their home.
Village Administrator Rife asked Attorney Simon whether changing the end time to 6:00 pm would Still meet the criteria for allowing solicitors to contact residents at their home. Attorney Simon Stated he felt that was a reasonable time.
Trustee Covelli stated she supported an earlier end time for solicitors to be able to contact residents. Trustee Covelli stated she supported imposing fees for solicitor applications to offset the cost of staff time to process them.
Trustee Weinhammer asked about children who might be going door-to-door fundraising for certain school or sports activities. Chief Finlon stated this could be done, however, making exceptions for certain organizations could potentially lead to legal challenges.
Chief Finlon stated that residents not wishing to have solicitors should post a 'No Solicitors invited' sign on the primary entrance to the residence. Residents should also ask for ID from solicitors and contact the police with any problems.
Staff will put together an ordinance addressing fees and time restriction changes.
Discussion on Parking Restrictions

Director Morimoto and Chief Finlon presented an overview of the current parking induiry process, typical residential street classifications (by width) and options for the Committee to consider.
Option 1: No change in policy or procedure Option 2: Enact standard on-street parking restrictions for one side of Street on all Class 2, Class 3 and Class 4 roadways Option 3: Enact standard on-street parking restrictions for one side of street on all Class 3 and Class 4 roadways only
Trustee Cosler asked Chief Finlon if there have been issues in some of the Class 3 areas. Chief Finlon Stated there have been issues in some Class 3 areas where motorists park on both sides of a street, thus restricting traffic flow.
The Committee requested staff to pursue Option 3 after resident feedback is received and costs are analyzed.
