Village of Vernon President and Board of Trustees met October 17.

Here is the minutes provided by the Board:

I.President Byrne called the meeting to order at 7:00 p.m.

II. Roll call indicated the following Board Members present; President Byrne, Trustees Schultz, Marquardt, Koch, Hebda and Oppenheim. Trustee Takaoka was absent. A quorum was established.

Also present were: Village Manager Kalmar, Assistant Village Manager Carey, Chief Kreis, Deputy Chief Davies, Public Works Director Brown, Building Commissioner Atkinson, Finance Director Larson, Assistant to the Finance Director Bourdeau, Village Attorney Brankin and Recording Secretary Fischbach

i. Halloween Trick or Treat hours are Tuesday, October 31 from 4 - 8 PM

ii. Greggs Landing Emergency Siren Replacement During the monthly test conducted on October 3, we experienced a failure of the Gregg's Landing siren. This malfunction was caused by a faulty cable. This siren was identified as having operational concerns in May of 2017, when it failed to activate for the monthly test at that time. A comprehensive condition report was completed on this siren. The report included the following conditions:

•The siren is 19 years old (installed in 1998)

•The siren currently is operating on only (3) of the (6) speakers with noticeable sound degradation.

• Digital voice is not working and not repairable

•The current siren only provides limited coverage across the Gregg's Landing subdivision,

On the Omnibus Agenda is Ordinance 2017-20 that authorizes waiver of the competitive bidding process and award of a contract to JS Communications Technologies, LLC to replace one (l) siren at a cost not to exceed $32,000. This siren will be the same unit that was used to replace the failed unit near Rust-Oleum. Please note that staff will be reviewing the location of the siren with the possibility of making adjustments to improve access to the unit for maintenance.

Due to the siren's extremely poor condition, staff recommends approval of Ordinance 207120 which will allow for the immediate replacement of this siren.

President Byrne called for a motion to approve the Omnibus Vote Agenda Items A-H.

Motion by Trustee Schultz, second by Trustee Marquardt, granting approval of the Omnibus Vote Agenda Items A-H.

Nays: 0- Nome

process and authorizing the village to execute a contract with Masonry By Fernando Inc. to remove and replace the existing concrete ribbon and brick pavers at the entrances onto Inverness Drive, Shadow Creek Circle, Shadow Creek Drive, and Hazeltime Drive in Gregg's Landing for an amount not to exceed $20,600

g. Approval and passage of Ordinance no. 2017-117 waiving the competitive bidding process and authorizing the village to execute a contract with Briggs Paving (A Division Of Construction Management Corp. Of America) to remove and replace the existing asphalt walking path at the Arbortheatre for an amount not to exceed $32,117.52

h. Approval and passage of Ordinance 2017-120 authorizing approval of expenditures to JS Communications Technologies LLC and amending the budget for the purchase of one (1) Whelen Outdoor Warning Siren in an amount not to exceed $32,000, and waiving the competitive bid process.

VII. Unfinished/Additional Business

A. Approval of Village Board Meeting Minutes of October 3, 2017. Motion by Trustee Marquardt, seconded by Trustee Koch to approve the Village Board Meeting Minutes of October 3, 2017.

B. Approval and passage of Ordinance 2017-1 18 authorizing an agreement with Cigna as a provider for the level funded health insurance, dental and vision plans. (Pulled from the agenda.)

VII. New Business/Communications

Trustee Koch expressed concerns about the recent recall of the Ford vehicles involved CO poisoning, Chief Kreis indicated that Public Works has installed CO protectors in all vehicles and it does not appear to be a problem.

IX. Recess/Adjournment

Motion by Trustee Oppenheim, second by Trustee Marquardt, to adjourn the Board

Meeting, immediately after the Committee of the Whole meeting, there is an Executive Session scheduled to discuss personnel-Sec. 2(c)(1).
