Village of Vernon Hills President and Board of Trustees met November 28.

Here is the minutes provided by the Board

I. President Byrne called the meeting to order at 7:04 p.m.

II. Roll call indicated the following Board Members present: President Byrne, Trustees Koch, Hebda, Marquardt, Oppenheim, Schultz, and Takaoka. A quorum was established.

Also present were: Village Manager Kalmar, Assistant Village Manager Carey, Building Commissioner Atkinson, Chief Kreis, Public Works Director Brown, Finance Director Larson, Assistant to the Finance Director Bourdeau, Village Attorney Brankin and Recording Secretary DcAnda

III. The Pledge of Allegiance was given.

V. Officials Reports

A. Village President

1. Special Village Board Meeting - December 12

President Byrne noted the next Village Board meeting was scheduled for December 12.

1. Toys for Tots Collection - deadline to donate is December 14

Chief Kreis invited everyone to donate to the Toys for Tots Collection with drop off boxes at the Police and Public Works Departments and Village Hall.

E. Watershed Development Ordinance (WDO) Recertification

Public Works Director Brown stated the Village of Vernon Hills is a Certified Stormwater Community which permits the Village to issue Watershed Development permits. Although the Village is in good standing with the Lake County Stormwater Management Commission, municipalities must request recertification every five (5) years to maintain this status. Included in the agenda packet was information that outlines the procedure for Recertification and our self-audit of Watershed Development permits.

Public Work Direction Brown recommended approval of Resolution 207-073 authorizing the Village President to execute the Petition for SMC Certification as attached to the Resolution as Exhibit A.

2. 2017-18 Snow & Ice Control Plan (Master Plan 2017-2018.pdf at end of packet)

Public Works Director Brown noted the Snow & ice Control plan that was attached to the agenda packet. He stated the plan was substantially consistent with the 206-17 plan. Some modifications were made due to staffing, contractor Support, and service locations,

•The Laschen Center will be closed and the plan includes addressing plowing of the parking lot the Park District previously plowed. The sidewalks adjacent to the building will be maintained on a lower priority basis as compared to when this was an active, occupied building.

•New route responsibilities were assigned based on staffing changes.

•The cul-de-sac and contractor support areas remain essentially the same, but Bay Tree Court's HOA changed contractors and the Village was able to hire Perricone Brothers Landscaping to enhance the coordination of services.

•The Emergency Snow Removal Contractors list has been updated.

•Police support to supplement manpower for plowing may not be available this year due to the Collective Bargaining Agreement and related costs,

PWD Brown noted the Village's salt bins were full due to last year's mild winter.

Trustee Hebda asked that residents be reminded not to throw snow from driveways into the streets creating hazardous conditions,

President Byrne called for a motion to approve the Omnibus Vote Agenda Items A-L.

Motion by Trustee Schultz, second by Trustee Koch, granting approval of the Omnibus Vote Agenda Items A-L. Rol call vote:

Ayes: 6 - Koch, Hebda, Marquardt, Oppenheim, Schultz, Takaoka

Nays: 0 - Nome

Absent And Not Voting: 0 - None

VIII. New Business/Communications

A. Other Items

The Board expressed appreciation to Public Works for the wonderful holiday decorations throughout the Village. Trustee Hebda asked if decorations could be added to the area around the former Philly G's. She noted that Ring

Road around Macy/Penney’s was exceptionally dark. She and Trustee Koch expressed dislike of the Beer Market sign.

President Byrne expressed appreciation to Countryside Fire Protection District for delivering Santa to the tree and menorah lighting and to Public Works decorating the Golf Course,

Motion by Trustee Schultz, second by Trustee Marquardt, to adjourn the Board Meeting.
