Village of Mundelein Committee of the Whole met March 12.

Call To Order

Public Works & Engineering Director Boeche, Public Safety Director Guenther, Finance Director Haywood, Chief Deputy Fire Chief Lark, Village Administrator Lobaito, Attorney Marino, Community Development Director Orenchuk, and Assistant Village Administrator Vadopalas.

Public Commentary

Mayor Lentz welcomed all attendees to the Committee of the Whole meeting and opened the floor to public commentary. No public commentary was given.

Alternative Revenue Options

Mayor Lentz began by introducing Village Administrator John Lobaito who then turned it over to Assistant Village Administrator Peter Vadopalas and Management Analyst Jonathan Kellogg.

Peter Vadopalas talked about the potential sources of revenue to support a bond issue for storm water projects, particularly regarding the flooding in parts of the neighborhood. A total of $900,000 of new revenues are needed to support payments on an $8 million bond issue and generate an additional $200,000 for other stormwater projects. The two recommendations are the following:

1. Stormwater Utility Fee to generate $650,000 annually

2. 1% Package Liquor Tax to generate $250,000 annually

Peter Vadopalas also proposed a Real Estate Transfer Tax ($3 per $1,000 property value) to generate $500,000 each year to fund right-of-way improvement projects.

Trustee Abernathy expressed concern in taxing the residents more. She mentioned the idea of exploring others venues to generate funds.

All trustees agreed on the 1% Package Liquor Tax to help generate funds.

Finance Director Doug Haywood explained that the Real Estate Transfer Tax would charge $3 for every $1,000 of property value. Mayor Lentz asked the trustees their thoughts on having the voters approve this Real Estate tax to help fund other necessary projects.

Trustee Meier expressed concern in the tax. She stated that she thought it would deter people from buying homes in Mundelein if the tax was placed on the home buyers.

After debating the two options, most trustees agreed that the tax would be implemented on the home sellers and that it would be best to ask voters to decide in an upcoming election.
