A. Approval of Minutes of the Village Board Meeting, March 19, 2018

B. Semi-Monthly Warrant Register Dated April 2, 2018 Totaling $404,863.21

C. Agreement with Patriot Pavement Maintenance Inc. for the 2018 Crack Sealing Program at $1.13 per Pound of Sealant in an Amount Not-to-Exceed $60,000

Summary: The FY 2018 budget includes $60,000 in the Motor Fuel Tax Fund for preventive street maintenance. A crack sealing program is typically introduced three to five years after a street is resurfaced and can add 10 years to the life of a street. The original bid for this contract was completed on February 15, 2017 with the Lake County Municipal League with an option to extend for two consecutive years.

D. Five Year Agreement with Comcast to Transition Telephony and Internet Services to Metro Ethernet at an Annual Cost of $77,124 plus Applicable Taxes

Summary: Staff is requesting to migrate existing telephony and internet network infrastructure to Comcast Metro Ethernet, an end-to-end fiber optic network platform. Metro Ethernet is a virtual private network solution that separates the Village’s data network from the existing Comcast residential and business network. This migration will reduce the frequency of outages that disrupt Village service delivery. Metro Ethernet is now competitively priced with Staff securing additional discounts.

Staff is recommending a five-year contract with Comcast to connect all nine Village facilities to Ethernet at the annual cost of $77,124 plus applicable taxes. Communication costs are budgeted in the FY 2018 budget in the Technology Department in the amount of $51,870 with an additional $33,620 allocated to the Fire Department and PEG Channel for a total budget of $85,490.

A. Agreement with Pure Technologies, Ltd. For a Condition Assessment of the 36- Inch Force Main Connected to the Quentin Road Pump Station In the Amount Not-to-Exceed $294,050 (Trustee Weider)

Summary: The force main connected to the Quentin Road pump station is just under three miles long, starting south of Bristol Trail Road and flowing south to the intersection of East Cuba Road, then continuing east along Cuba Road through Kildeer and Long Grove. The main changes to gravity sewer west of Old McHenry Road. This main handles all of Lake Zurich’s wastewater and is a critical section of transmission pipe that goes to the Lake County Treatment Facility in Buffalo Grove.

The vendor Pure Technologies is capable of performing a condition assessment of the main without taking the pipe out of service so above-ground bypass pumping will not be necessary for this project. A unit called PipeDiver® can be inserted into the main at the pump station and then extracted 2.84 miles downstream at the end of the force main. Using sensors and GPS equipment to collect data on the condition of the pipe wall, Village staff will be able to make informed decisions about infrastructure maintenance and ongoing budgetary requirements for capital improvement planning

The FY 2018 budget includes $300,000 in the Water and Sewer Fund for this assessment but Staff was able to secure a project quote for $294,050.

Recommended Action: A motion to approve a contract to Pure Technologies, Ltd. for a condition assessment of the 36-inch force main connected to the Quentin Road Pump Station in the Amount Not-to-Exceed $294,050.
