1. Call to Order
Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 PM.
2. Pledge of Allegiance
The Pledge of Allegiance was led by Boy Scout Troop 90.
3. Roll Call
Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Arnswald, Black, Howe, Morino

Also present: Kevin Timony (Village Administrator), Brad Fink (Director of Public Works), Chris Miller (Director of Building, Planning, and Zoning), Police Chief Wermes and Rudy Magna (Village Attorney)
4. Presentation: Illinois Park And Recreation Association Community Service Award To Wauconda Police Department
Nancy Burton, Tim Staton (Wauconda Park District):
They thanked the Mayor and the Board for allowing them to come out tonight and present this award. They wanted to recognize a partnership that they built over the past few years with the Wauconda Police Department. They have assisted them in offering several programs including a Kids vs Cops Basketball Program, dodgeball and floor hockey, paintball on school days off as well as the National Night Out. Partnerships such as these, with the Wauconda Police Department, only make the Wauconda community stronger. They value these relationships and hopefully, they can continue these relationships with the WPD, the Village and other partners to make Wauconda a better place to live, work and play. Chief Botterman accepted, on behalf of the Wauconda Police Department, a Community Service Award Plaque from the Illinois Park and Recreation Association and Illinois Association of Park Districts along with the Wauconda Park District staff.
5. Public Comment
Maria Peterson:
Maria introduced herself and stated she is running as the Democratic Candidate for Lake County Board District 17. Her and Trustee Starkey know each other from way back when as she has been a resident of Lake Barrington for 22 years. She is a retired attorney and mediator so she has experience in Government and was a Clinton Delegate in 1992. She worked with estate planning and litigated labor law cases for the US Department of Labor. She gave the Village a kudos for a job well done as she has witnessed the changes in Wauconda from 1996 to today and it is quite wonderful to see all the nice establishments and really enjoys dining in Wauconda. She thanked the board for their time.

10. New Business
A. (Action) Approval of the 2018 Wastewater Treatment Facility Sludge Transport and Disposal Contract with Synagro Central, LLC
Brad Fink: For the past six years, the Village of Wauconda has contracted with Synagro Central, LLC to process, dewater, transport and land apply the sludge that is produced in the wastewater treatment plant. The plant produces approximately 1.2 million gallons which is housed on site and needs to be removed time to time. Their current contract is up and they thought it would be a good idea to solicit prices from other contractors to ensure we are getting the best prices. Two proposals were received which were from Synagro and Stewart Spreading Inc. Synagro provided the lowest price at $0.0631/gal. This is a slight increase from last year which was around $0.06/gal so it is a nominal increase. This would be a three-year contract and they are seeking permission to waive the bidding procedure and authorize the contract to Synagro.

B. (Action) Consideration for Approval a Resolution Designating Preliminary Projects Within
Redevelopment Project Area 1: Triangle Area

Chris Miller: The Village established its first Tax Increment Finance (TIF) District in 2013 and increment funds are beginning to accumulate into the fund account sufficient to warrant the designation of how the funds may be used. The Economic Development Committee discussed the use of TIF funds at their February 6, meeting and they identified four particular projects. The projects discussed included: Demolition, Transportation, Stormwater Management and Marketing/Land Assemblage. During the discussion, the EDC discussed the fact that this is a preliminary list as there may be other projects for the use of the funds and that projects will be brought to the Village Board for approval as needed. The EDC recommended that a resolution be prepared along with a list of projects for use of TIF funds.

Kevin Timony: This ordinance was drafted to dissolve the Marketing Committee with the responsibilities to be absorbed by the existing Economic Development Committee. The Mayor added this was done to eliminate redundancies and to streamline processes.

D. (Action) Authorization to Execute an Agreement with MuniCode for Supplementation and Online Village Code Hosting Services
Kevin Timony: This item was discussed, at length, in the License and Admin Committee and they have selected MuniCode as their codifier and online hosting for the village code. Trustee Howe added this is a continuation of their efforts to bring our municipal code into the 21st Century. The process started with Trustee Arnswald four and 1⁄2 years ago finished up with him. The code has been revamped and they are moving it to a platform that will allow village staff, residents, businesses and developers to readily access municipal code.

11. Mayor’s Report
We received word from the Census Bureau regarding the Special Census for Liberty Lakes East. As of Nov 9, 2017, the population was 631 which is an increase of 522 residents. The housing count was 173 which is an increase 124 homes. When you remove the village’s cost for the census and all is said and done, this will bring in approximately $80K additional revenue over the next two years. He thanked the residents for participating and thanked the staff and census workers for completing in a timely fashion. The past couple of weeks have been a little more hectic than usual with the blockbuster release of Black Panther. He thanked the staff for fielding all the phone calls, emails and people stopping in. There have been a lot of news coverage and interviews. The Mayor mentioned that he participated in a radio interview with a consortium of eight radio stations which included the Mayor of a town named Vulcan in Alberta Canada. The Expo was great and he thanked the staff, Alise, Kevin, Sherry, Brad and the Board for all helping out and staffing the Village booth for the event. One last note, there will be a special committee meeting this Thursday with State Senators Bush and Althoff to discuss upcoming needs in the community. He thanked Trustees Howe and Starkey for putting this together.
12. Committee Reports & Trustee Comments
Trustee Starkey
Trustee Starkey was absent but supplied her comments to the Mayor for him to share. The Economic Development Committee is meeting this Thursday afternoon with Senators Althoff and Bush to discuss transportation and legislative issues related to our area. On Monday, March 12, Representative Yingling will be at the Village Hall and they will discuss these matters with him during his office hours. The Wauconda Park District submitted their concept plan for the Phil’s Beach property. The Plan Commission/ZBA has a public hearing on Wednesday, March 21 at 7:00 p.m. The 7th annual Star Charities’ Shamrock the Block will be taking place this March 16th -18th with events including: o Raffle for trip for 2 to Ireland o Saturday Parade to Leprechaun Plunge o Sunday St. Baldrick’s Community Shave The Primary Election is two weeks away. Trustee Arnswald
They had a Village Services Committee meeting tonight and he thanked Brad and stated they are very close on the storyboards. Brad will communicate with the vendor of the storyboards to proceed. A discussion also took place with regards to a possible water main improvement within the Village. He mentioned that he enjoyed joining the staff and Trustees in seeing the Black Panther movie and it has been really fun with all the excitement from the exposure that Wauconda has received.

He mentioned that it was great news about the special census results and it was very surprising to him how far off the numbers were for not only the number of homes but the residents as well. There will be a Natural Resources Committee meeting on Tuesday, March 20, at 5:30 p.m.
Trustee Howe
He is certainly glad we will be putting in another $40,000 a year into the coffers due to the special census. He is looking forward to Thursday at 3:30 as they will be meeting with Senator Althoff and Senator Bush. It’s a good thing and bad thing as it is a negative that Wauconda is split between two Senate Districts but on the other hand it is good that we can bring two different State Senators to bear on our problems particularly since they both Share Route 12 as a borderline and the issues that it Rt. 12 and the issues that it presents us. It’s a chance for us to share with them what we think they might be able to do to help us with IDOT and some other issues. We also want them to know that Wauconda is open for business and if they see opportunities that they know Wauconda is a good place to be. He encouraged everyone to vote between now and March 20th and stressed the choices you make influence the choices that we all have in the November election. Finally, the whole Black Panther/Wauconda thing, the way everyone has embraced it and had fun, it is evident that while we take our work seriously, we don’t take ourselves seriously. We know how to have fun and this has been a hallmark ever since he has been here and that’s what he loves about Wauconda.

He wanted to touch on the upcoming election. He is proud of Wauconda and the historical turnout we have no matter when the elections occur. He wanted to remind people that every election is important whether it’s a general election or a primary. He stated people get the government they deserve. On one side if you have a heavy turnout, it’s reflective of everyone’s diverse opinions and then you get a government that represents that. Conversely, if you do not have high turnout, you yield a government that does not reflect the opinions and directions that of the general community. It’s the responsibility of the community to go out there and make sure their opinions are heard and the government reflects that.
