Committee of the Whole – Annual State of the Village February 26, 2018

Call to Order

The Committee of the Whole of the Village of Mundelein held a meeting Monday, Feb/ 26, 2018 at 300 Plaza Circle, Mundelein. Mayor Lentz called the meeting to order at 6:02 p.m.

Attendance

Clerk Timmerman took the roll. It indicated the following:

Board Attendance

Present: Trustees Black, Meier, Rekus, Russell, and Semple; Mayor Lentz

Absent: Trustee Abernathy

Village Attendance

Public Works & Engineering Director Boeche, Public Safety Director Guenther, Finance Director Haywood, Chief Deputy Fire Chief Lark, Village Administrator Lobaito, Attorney Marino, Community Development Director Orenchuk, Building Director Schubkegel, and Assistant Village Administrator Vadopalas.

State Of The Village Address

Mayor Lentz welcomed attendees to the 4th Annual State of the Village address. He also acknowledged members of the Planning & Zoning Commission, Economic Development Commission and Mundelein Arts Commission in attendance.

Mayor Lentz began by featuring the Village's brand promise and slogan and described the commitment made to these over the past four years.

Mayor Lentz next highlighted individual Village departments:

Police Department (82 employees) -decrease in crime -the successful "A Way Out" program gaining national attention -Police Chief Guenther named Illinois Association of Chiefs of Police 2018 Chief of the Year

Public Works (45 employees) -wastewater treatment plant operating at 50% capacity with ample room for future development -approximately $4 million spent on streets annually -progress on flood mitigation plans after historic July 2017 rainfall event

Finance (6 employees) -the Village has $215 million in assets which must be maintained -the Village’s share is only 13.7% of residents' property tax bill -annual payments to the municipality per household are 9th lowest out of 23 neighboring communities -tax levy is affected by state-mandated pension costs, with two spikes in recent years

Building (8 employees): -successful 5-day turnaround initiative for building permits (average is 1.74 days) -simplified 1-2-3 Permit Program recently implemented

Community Development (4 employees) -occupancy rates are improving -50 new businesses opened in 2017 (46 in 2016) -Oak Creek Plaza now bank-owned after completion of bankruptcy/foreclosure; owner and Village assessing opportunities -gateway signs design is complete; out for bid for construction -continued discussions with developer regarding retail/residential at Village Hall Plaza -estimated 2019 construction for pedestrian overpass at Metra Station -former US Music property slated for pond/park as part of stormwater management/flood mitigation -North Lake Street Enhancement Program: includes façade improvements for 10 properties on the east side of Route 45, with renovation of rear alley parking and conversion to shared public parking -Mundelein Arts Commission planning downtown murals (first completion by end of Summer 2018)

Fire Department -Village currently considering reorganization to eliminate top-heavy management ratio through attrition with no decrease in safety or total number of firefighters (actual employee count increase of one); $150,000 in savings reinvested in Fire Department; less stress and overtime demand on firefighters

Public Commentary

Anthony Fiorelli expressed appreciation for the financial breakdown and asked what residents can do to address the state government regarding school funding. Mayor Lentz explained that they should demand that state income tax increases go directly to school districts, with schools then reducing property taxes. He strongly advised phone calls or letters to legislators.
