Village of Cary Committee of the Whole met March 6.
Here is the minutes provided by the Committee:
I.Call to Order This meeting was called to order at 6:19 p.m. by Mayor Kownick.
II.Roll Call
Present: Mayor Kownick and Trustees Covelli, Betz, Weinhammer, Kraus, McAlpine and Cosler
Absent: None
Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Public Works Director Morimoto, Village Attorney Tappendorf and members of the audience per the sign-in sheet.
III.Pledge of Allegiance
Mayor Kownick led in the recitation of the Pledge of Allegiance.
IV. Public Comments
There being no comments from the public, Mayor Kownick closed Public Comments at 6:20 p.m.
V. Discussion on Solicitor Ordinance
Discussion-
Chief Finlon provided an overview of the proposed ordinance amendment.
Trustee Weinhammer stated she supported a 5:00 p.m. end time for solicitors.
Trustee McAlpine stated she is fine with an earlier end time, but stated that people who earn their living by soliciting may be impacted by an earlier end time.
Trustees Cosler, Covelli and Kraus support the earlier end time of 5:00 p.m.
Trustee Betz stated she supports the resident's prerogative to decide if they would like solicitors coming to their door. If they do not want solicitors, they are able to post a 'No Soliciting' sign on their door. Trustee Betz stated she favors keeping the soliciting ordinance as-is.
It was the consensus of the Committee of the Whole to forward on to the Village Board's March 20, 2018 meeting the consideration for approval amending Village Ordinance Title 5 - Business Taxes, Licenses and Regulations, Chapter 5.28 – Solicitors, Section 5.28.090 – Time Limit on Soliciting.

There being no further items to discuss, a Motion was made to adjourn the meeting at 6:30 p.m.

The Voice Vote noted all ayes and the motion carried.
