Wauconda Township Board met May 16.

Here is the minutes provided by the Board:

Call to Order: Supervisor Swanson called the meeting to order at 6:30 p.m.

Roll Call: Clerk Rowe proceeded with roll call. Answering present was: Trustee

Lindberg, Trustee Ringel, Trustee McKernan, and Supervisor Swanson. Also

answering present was Assessor Oaks, Highway Commissioner Weisbruch, and

Administrator Maioriello. Trustee Stiller and Attorney Ridgway were absent.

Pledge of Allegiance: The Pledge was led by Trustee McKernan.

Approve the Agenda: Trustee McKernan motioned and Trustee Ringel seconded

to approve the agenda. All were in favor. Motion carried.

Approve Minutes: April 18, 2018 Regular Board Meeting: Trustee Ringel

motioned and Supervisor Swanson seconded to approve the minutes. A voice roll

call was taken. Motion carried.

Approve Payment of General Town Fund Bills: April 19, 2018 to

May 16, 2018: Trustee Ringel motioned and Trustee McKernan seconded to

approve the payment of the General Town Fund bills. A voice roll call was taken.

Motion carried.

Approve Payment of Road District Fund Bills: April 19, 2018 to May 16, 2018:

Supervisor Swanson motioned and Trustee McKernan seconded to approve the

payment of the bills. A voice roll call was taken. Motion carried.

Treasurer’s Report: Supervisor Swanson read the following Treasurer’s Report:

General Town Fund $ 68,627.78

General Assistance 7,185.54

Insurance Fund 25,032.00

Social Security/IMRF Fund 8,457.83

Senior Services Fund 7,827.75

Road & Bridge Fund 10,181.58

Permanent Road Fund 43,808.92

Total: $171,121.40

Public Participation: None

Resolution: Freedom of Information # 05-16-18-01: Supervisor Swanson

motioned and Trustee McKernan seconded to adopt this resolution. All were in

favor. This resolution was adopted.

Ordinances: Vote to Adopt the General Town Fund Budget:

Supervisor Swanson motioned to adopt the General Town Fund budget

which is to include $15,000 for the warning siren in Island Lake and the

unemployment line item increase for the General Town Fund and General

Assistance. Trustee McKernan seconded. Trustee Lindberg stated that she

spent a lot of time discussing the budget process with the Supervisor and

Administrator. She now has a better understanding of the process and will

have a better understanding of approving bills in the future. Voice roll call

was taken. All were in favor. This budget was adopted.

Vote: Adopt Road District Budget: Trustee Ringel motioned and

Supervisor Swanson seconded to adopt this budget which will also include

an unemployment line item increase.

A voice roll call was taken. All were in favor. This budget was adopted.

Public Participation: Pat Oaks, resident, asked the Supervisor if he was

still receiving $3,000.00 a year for mileage. She stated that the Township

bought a van and is used for running errands. She also stated that she, as

Assessor, records her mileage and turns that in place of taking the

$3,000.00. Supervisor Swanson stated that he was receiving the $3,000.00

and stated what some of the errands were that used to apply for the

mileage. The van purchased is used for Senior Services and can only be

used for errands when available and not in use for the seniors.

Historical Society Report: Supervisor Swanson stated that the merry go

round was delivered. The society is currently busy with their events.

Township Reports: Highway Commissioner Weisbruch stated that the

department is busy getting ready for the summer road projects. They

received bids for the proposed projects already. Everything is moving along

smoothly.

Assessor Oaks stated that residents received their tax bills. The residents’ complaints are not with the assessed value of their houses, but with the amount of taxes they have to pay. Assessor Oaks stated she tells them to go to the taxing bodies listed on their tax bills for answers. The Assessor’s department had a 10 year employee retire this past week. Her replacement will start next week. After placing the ad in several publications, she had over 100 applicants apply for the job.

Supervisor Swanson asked why the new employee is starting out at a higher salary rate than the 10 year employee that just left. He asked if there were any salary studies done before hiring. Assessor Oaks stated that she did some research on positions with the county supervisor’s assessment and other township assessors. The new employee has more experience in Microsoft excel package than the person she replaced.

Trustee Ringel stated that the pageantry she is associated with is Wauconda Area Pageant which has been around for 53 years. Someone has started a pageant called Wauconda Township pageant. She is receiving phone calls from people who are confused on the difference between the two pageants.

Trustee McKernan reminded everyone about the Memorial Day parade.

Administrator Maioriello reminded everyone of the Recycling Event on June 2nd Wauconda Community Bank is paying for the paper shredder at the event.

Supervisor Swanson met with the company R.I.P. Ltd to discuss restoring 11 headstones at the Hope Grove cemetery. The Township has to register this cemetery with the State of Illinois. Headstones at the main cemetery on Barrington Road are also being addressed. He attended an Emergency Operation meeting with the other entities in town.

Trustee Ringel motioned and Trustee McKernan seconded to adjourn at 7:10 pm
