Warren Township Board met May 14.

Call to Order:
The meeting was called to order at 6:00 p.m. by Supervisor Simpson.
Pledge of Allegiance:
Supervisor Simpson led those present in the Pledge of Allegiance.
Roll Call:
Present: Suzanne Simpson, Supervisor; Bill Gill, Trustee, Mike Semmerling, Trustee; Donna Radke, Trustee; and Ken Echtenacher, Trustee.
Motion to Approve the Agenda:
Trustee Gill motioned, seconded by Trustee Echtenacher to approve the agenda. The motion was approved unanimously by a voice vote.
Board Minutes of April 23, 2018:
Trustee Radke motioned, seconded by Trustee Echtenacher to approve the board minutes of April 23, 2018. The motion was approved unanimously by voice vote.
Public Comment:
Assessor Mullin presented handouts illustrating Township Taxing Authorities Tax Rate History and Tax Spending (Extension) Comparisons. The handouts provided the Board with data to compare similar taxing bodies.
Unfinished Business. None
Supervisor's Report:
A. Warren Township High School is planning on spending $4 million on solar panels to be located on the south end of the campus. Supervisor Simpson had the opportunity to discuss this project with a HS Board member and express the Township's lack of support for this expenditure of valuable funds. These type projects have a proven history of wasting money and are mostly abandoned after proving to be failures. The Board was in total agreement with her.
B. Supervisor Simpson informed the Board of recent donations from the Gurnee Rotary Club ($1000) and Warren High School ($2600) pottery sales.
C. She also informed the Board of Campus Security noting there had been a significant upturn in promiscuous sexual activity in the back parking lot.
D. Pending legislation in Springfield concerning township dissolution and highway department elimination has once again failed to make significant headway and is tabled for this legislative session. Someone did suggest a 1% home owner's tax for 30 years to help lower the present deficit. This too was tabled.
Treasurer's Report. Trustee Radke motioned, seconded by Trustee Semmerling to accept the report. The motion was accepted by unanimous roll call vote.
Pay the Bills. Trustee Semmerling motioned, seconded by Trustee Echtenacher to pay the bills as presented. The motion was accepted by unanimous roll call vote.
New Business. None
Park Bans. Joe Doyle, Teen Center Director requested the Board take necessary action to suspend a teen for bad conduct/inappropriate behavior. Subject individual used foul language and disrespected another participant by directing a racially motivated epithet in the teen center using the “N” word towards another teen center member. This was a 3rd offense. Parents have been notified. Requested action is a one year suspension from the teen center. This suspension may be shortened at the discretion of the Teen Center Director. Board questioned whether counseling was appropriate and/or available. Director Doyle indicated long-term counseling would be appropriate but it is not available at this time because counselors are overloaded. Supervisor Simpson motioned, seconded by Trustee Gill the suspension be approved. The motion was approved by unanimous roll call vote.

There being no further business, Supervisor Simpson motioned, seconded by Trustee Gill to adjourn the meeting at 6:47 pm. The motion was approved unanimously by a voice vote. Next scheduled meeting is Tuesday, May 29, 2018 at 6:00 p.m.
