Village of Cary Committee of the Whole met May 1.

Here is the minutes provided by the Committee:

I.Call to Order

This meeting was called to order at 6:54 p.m. by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus, McAlpine and Cosler

Absent: None

Others present included Village Administrator Rife, Public Works Director Morimoto, Community Development Director Simmons, Police Chief Finlon, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the pledge of Allegiance.

IV. Public Comments

Cassie Pinter, 325 Bryan Drive, stated she appreciated the signage at Decker & Montana.

V. Discussion on Trail & Lake Facility Use Policy

Discussion-

Director Morimoto provided an overview of parameters for a park use ordinance for the Lafarge/Meyer Material property.

Trustee Cosler asked if the Village will be working with other taxing bodies regarding the management of the property. Administrator Rife stated that he plans to reach out to the Park

District and the Conservation District regarding this issue.

Trustee Betz inquired whether portable bathroom facilities were being considered. Director Morimoto stated this is being looked in to.

Trustee Cosler stated he feels the Park District should contribute funding for some of the equipment that will be installed on the site.

Director Morimoto stated the site is anticipated to be open to residents sometime this year, with the date still to be determined.

It was the consensus of the Committee of the whole to forward on to the Village Board's May 15, 2018 meeting the consideration of approval the Trail & Lake Facility Use Policy Ordinance.

VI. Discussion on Donation for Entryway Signage

Discussion-

Mayor Kownick stated he was approached by a family who would like to give back to the Village of Cary in the form of a donation for entryway signage. Mayor Kownick read an official donation letter from the donor. Mayor Kownick stated that the donor wished to remain anonymous. Mayor Kownick stated that the Board may consider a policy for potential future donations since there is no policy currently in place regarding donations to the village.

Trustee Betz stated she felt the donation was very generous.

Trustee McAlpine stated it was important that the Board properly vet the donors so there is no appearance of impropriety.

Trustee Covelli stated she supported the proper vetting of the donors and felt the Board should be involved in this process. Trustee Covelli suggested a confidentiality agreement signed by the Board might be a viable option for future discussion.

Trustee Kraus stated that he felt the Board should be involved in the process of vetting donations to the Village.

Dave Miller, 65 Rt. 14, stated the greater number of people that know confidential information, the more difficult it is to keep that information truly confidential.

Mayor Kownick stated he would follow up with the donor on the feedback from the Village Board.

V. Executive Session

Closed Session Minutes, Review 5 ILCS 120/2(c)(21)

Litigation: Pending or Imminent 5 ILCS 120/2(c)(11)

Setting Sale Price of Village Property 5 ILCS 120/2(c)(6)

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Closed Session Minutes, Review 5 ILCS 120/2(c)(21); Litigation: Pending, 5 ILCS 120/2(c)(11); and Setting Sale Price of Village Property 5 ILCS 120/2(c)(6).

Motion: Trustee McAlpine moved, seconded by Trustee Weinhammer to adjourn into Executive Session for the purpose of discussing Closed Session Minutes, Review 5 ILCS 120/2(c)(21); Litigation: Pending, 5 ILCS 120/2(c)(11); and Setting Sale Price of Village Property 5 ILCS 120/2(c)(6).

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

Mayor Kownick and Trustees Betz, Cosler, Covelli, Kraus, McAlpine and Weinhammer entered into Executive Session for the purpose of discussing Closed Session Minutes, Review 5 ILCS 120/2(c)(21); Litigation: Pending, 5 ILCS 120/2(C)(11); and Setting Sale Price of Village Property 5 ILCS at X p.m. Others present included Interim Village Administrator Rife, Community Development Director Simmons and Village Attorney Uhler.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion: Trustee Kraus moved, seconded by Trustee Betz to exit Executive Session at 8:45 p.m.

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

Mayor Rownick entertained a motion to return from Executive Session.

Motion: Trustee Betz moved, seconded by Trustee McAlpine to return from Executive Session at 8:45 p.m.

Ayes: All ayes by voice vote

Nays: None

Motion Carried.

VI. Adjourn

There being no further items to discuss, a Motion was made to adjourn the meeting at 8:46 p.m.

Motion: Trustee McAlpine

Second: Trustee Betz

The Voice Vote noted all ayes and the motion carried.
