Village of Cary Village Board of Trustees met Aug. 7.

Here is the minutes provided by the Board:

I. Call to Order

This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Weinhammer, Betz, Kraus, McAlpine and Cosler

Absent: Trustee Covelli

Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Assistant Public Works Director Walsh, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

Judd Erickson inquired about the status of projects related to the Cary 2020 Comprehensive Plan.

Barbara of 409 Elden Drive stated her concerns about potential development of the Maplewood Property

There being no further comments from the public, Mayor Kownick closed Open Forum at 6:08 p.m.

V. Mayor's Report

1. Mayor Kownick introduced Robin Doeden, Executive Director of The Community Foundation for McHenry County. Ms. Doeden provided an overview of the organization, which facilitates charitable donations to groups in McHenry County.

Ms. Doeden stated the Village of Cary donors prefer to remain anonymous out of understandable concerns for safety. Ms. Doeden stated The Community Foundation has worked with these particular donors for the past 3 years to facilitate other anonymous charitable donations they wished to bestow. The Community Foundation vets donors to verify basic factional information regarding the donors. Ms. Doeden stated The Community Foundation has facilitated charitable giving to for other municipalities.

Administrator Rife stated the attached draft ordinance regarding charitable giving will be presented at a future Committee of the Whole meeting.

2. Mayor Kownick proclaimed August 20-24 as "School's Open Safety Week”.

3. Mayor Kownick recognized Mark Ziminsky, an Eagle Scout candidate for Troop 657. Mr. Ziminsky presented his project, a shadow box created to display the shoulder patches of each police department in McHenry County, as well as an Illinois State Police patch. Chief Finlon commended Mr. Ziminsky on his dedication and hard work to complete this project.

7. Consider for Approval a Resolution Authorizing the Purchase of One (1) Mark III Utility Sized Single Axle Dump Body Through the Sourcewell Joint Purchasing Contract From Henderson Products, Inc, Huntley, Illinois, in the Amount of $17,096.00 8. Consider for Approval a Resolution Authorizing the Village Administrator to Execute a Contract Amendment to the Wastewater Treatment Plant Phase I Improvement Construction Contract with Manusos General Contracting Inc., Fox Lake, Illinois, for a Deduction to the Contract in the Amount of $77,569.01

9. Consider for Approval an Ordinance Waiving the Restrictions of Section 5.20 (Loudspeakers & Amplifiers) of the Cary Code of Ordinances for Coleman's in the Park

10. Consider for Approval an Ordinance Waiving the Restrictions of Section 5.20 (Loudspeakers & Amplifiers) of the Cary Code of Ordinances for a Block Party at Kenilworth and Wentworth Circle in the Foxford Hills Subdivision

11. Consider for Approval an Ordinance Waiving the Restrictions of Section 5.20 (Loudspeakers & Amplifiers) of the Cary Code of Ordinances for a Movie Night at the Trinity Oaks Christian Academy

Motion: Trustee Kraus moved, seconded by Trustee McAlpine, to approve Consent Agenda Items #1 – #11.

Ayes: Weinhammer, Betz, McAlpine, Kraus, Cosler

Nays: None

Abstain: None

Motion Carried

VIII. Items for Separate Action

1. Consider for Approval an Amendment to Section 5.20 (Loudspeakers & Amplifiers) of the Cary Code of Ordinances

Motion: Trustee McAlpine moved, seconded by Trustee Betz to approve an amendment to Section 5.20 (Loudspeakers & Amplifiers) of the Cary Code of Ordinances.

Discussion Director Simmons provided an overview of the proposed amendment to the ordinance.

Trustee Cosler suggested the proposed amendment be changed to reflect restricted hours Monday through Thursday after 8:00 p.m., and Friday, Saturday, Sunday and holidays after 10:00 p.m.

The Board noted all ayes by voice vote to modify the proposed amendment to reflect restricted hours Monday through Thursday after 8:00 p.m., and Friday, Saturday, Sunday and holidays after 10:00 p.m.

Ayes: Betz, Kraus, Weinhammer, Cosler, McAlpine

Nays: None

Abstain: None

Motion Carried

XII. Adjourn

There being no further items to discuss, a MOTION was made to adjourn the meeting at 6:32 p.m.

Motion: Trustee McAlpine

Second: Trustee Cosler

The Voice Vote noted all ayes and the motion carried.
