Highland Park City Council met Sept. 12.

Here is the minutes provided by the Council:

CALL TO ORDER

At 7:30 PM, Mayor Rotering called the meeting to order and asked for a roll call:

ROLL CALL

PRESENT: Mayor Rotering, Councilmen Stolberg, Kaufman, Knobel, Holleman

ABSENT: Councilmen Stone, Blumberg

STAFF PRESENT: City Manager Neukirch, Fire Chief Amidei, Community Development Director Fontane, Police Chief Jogmen, Public Works Director Kanapareddy, Assistant City Manager Sabo, Deputy Police Chief Lowman, Business Development Manager Hersch, Human Resources Manager Taub, Deputy City Clerk Palbitska

APPROVAL OF MINUTES

1. Approval of the Minutes of the Regular City Council Meeting Held on August 27, 2018

Councilman Kaufman moved to approve the minutes of the Regular City Council meeting held on August 27, 2018. Councilman Stolberg seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously

1. Warrant List and Wire Transfers from August 16, 2018 to August 30, 2018

Councilman Kaufman moved to approve the Warrant List. Councilman Stolberg seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

A. Appointments

B. Proclamations

1. Recognition of Community Service Officer Michael Lichtwalt - 48 Years of City Service

Mayor Rotering provided a proclamation for Mike Lichtwalt and congratulated him on his 48 years of service to the City of Highland Park.

2. Suicide Prevention & Awareness Month

Mayor Rotering proclaimed September as National Suicide Prevention and Awareness Month.

Jeannine Reichert Herbst, Assistant Vice President in the Department of Psychiatry and Behavioral Sciences, and Jennie Gibbons, clinical nurse manager in the Psychology Department of Highland Park Hospital, provided information on the assistance programs available to those with mental health needs and suicide prevention treatment needs.

Carrie Callas, Executive Director of Family Service of Lake County, provided information on services offered to the community regarding mental health and suicide prevention treatment.

Alesia Margetis, Counseling Department Chair at Highland Park High School, provided information on mental health and suicide prevention programs and services provided to the students at Highland Park High School.

C. Other business

1. Ravinia Garden Club Donation & Recognition

Mayor Rotering stated that the City of Highland Park is pleased to accept a grant in the amount of $700.00 from the Ravinia Garden Club. She explained that the Ravinia Garden Club has served the community since 1927 and has raised money for many projects including scholarships for students in horticulture and landscape design, funding for an inner city garden and annual support to several gardens throughout the United States.

Marilyn Putz, former President of the former Ravinia Garden Club, presented a check to the City of Highland Park for the purpose of renovating and maintaining the bike path between uptown Highland Park and Ravinia Station. She stated that the Garden Club would be donating a sum of money to the Highland Park High School for their environmental studies program.

Mayor Rotering thanked the Garden Club for all of their work throughout their many years of service.

2. Flood Mitigation Update

Mayor Rotering thanked Police, Fire, Public Works and City Manager's Office staff for their work during the Labor Day flooding emergency that affected numerous municipalities. She explained that the City has been working with both Lake and Cook Counties, Illinois Department of Natural Resources ("IDNR") and the US Army Corps of Engineers ("ACOE") on a long-term flood mitigation solution following several floods that devastated parts of Highland Park and dozens of communities throughout the region. She urged residents to contact their representatives from Lake County, the State of Illinois, and the US Congress with questions and concerns regarding recent and past flooding issues. She stated that coordination with these governments is crucial to the regional response that is needed. She informed the community that regular updates about the City's flood mitigation work can be found on the City's website.

Councilman Kaufman moved to approve items 1-5 by omnibus vote consideration. Councilman Holleman seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

1.Adoption of a Resolution (R109-2018) by omnibus vote consideration titled, “A Resolution Approving an Agreement with the Metropolitan Mayors Caucus to Host a Greenest Region Corp Member”.

Finance

2.Adoption of a Resolution (R110-2018) by omnibus vote consideration titled, “A Resolution Approving the Establishment of, and Membership of the City in, the Suburban Liability Insurance Pool”.

Public Works

3.Adoption of an Ordinance (O71-2018) by omnibus vote consideration titled, “An Ordinance Amending the Annual Budget of the City of Highland Park, County of Lake, State of Illinois, for the Fiscal Year Beginning January 1, 2018 and Ending December 31, 2018 Related to the Multi-Modal Fund Budget”.

4.Adoption of a Resolution (R111-2018) by omnibus vote consideration titled, “A Resolution Denying An Appeal And Affirming The Denial Of A Watershed Development Ordinance Setback Variance For 2140 Tanglewood Court”.

Public Safety

5.Adoption of a Resolution (R112-2018) by omnibus vote consideration titled, “A Resolution Approving an Amended Mutual Aid Agreement for the Northern Illinois Police Alarm System”.

6. Public Hearing for the Proposed Establishment of a City of Highland Park Special Service Area Number 19

At 7:54 PM, Mayor Rotering called to order the Public Hearing for item #6 related to the proposed Special Service Area for the Central Business District of the City of Highland Park and asked the Clerk to call the roll:

PRESENT: Mayor Rotering, Councilmen Stolberg, Kaufman, Knobel, Holleman

ABSENT: Councilmen Stone, Blumberg The Mayor declared a quorum was present.

Business Development Manager Hersch presented information on the proposed Special Service Area 19 for the Central Business District. She provided information on a timeline of important dates and next steps.

Councilman Stolberg moved to close the public hearing. Councilman Knobel seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously. The public hearing closed at 7:58 PM.

Mayor Rotering informed individuals that they may submit written comments to the attention of the City Manager and that following the statutorily required 60-day objection period. She stated that if there were any questions related to the proposed Special Service Area, they can be directed to the City Manager's Office.

ADJOURNMENT

Councilman Kaufman moved to adjourn. Councilman Stolberg seconded the motion. On a voice vote, Mayor Rotering declared the motion passed unanimously.

The City Council adjourned its meeting at 7:59 PM.
