Village of Cary Committee of the Whole met September 4.

Village of Cary Committee of the Whole met Sept. 4.

Here is the minutes provided by the Committee:

I. Call to Order This meeting was called to order at 6:23 p.m. by Mayor Kownick.

II. Roll Call Present: Absent:

Mayor Kownick and Trustees Covelli, Weinhammer, Betz, McAlpine and Cosler

Trustee Kraus

Others present included Village Administrator Rife, Community Development Director Simmons, Public Works Director Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

Mayor Kownick entertained a motion to allow Trustee Covelli to participate via audio conference.

The Voice Vote noted all ayes and the motion carried.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments

There being no comments from the public, Mayor Kownick closed Public Comments at 6:24 p.m.

V. Discussion on Fireworks

Discussion Chief Finlon provided an overview of current ordinances and current proposed legislation regarding fireworks.

Resident Mary Hall stated she is concerned about the noise generated from fireworks that are not part of a regulated display, such as the 4th of July. Ms. Hall stated her concern for individuals who suffer from conditions that are aggravated by loud, sudden noises, such as PTSD or learning disorders.

Chief Finlon discussed the challenges of law enforcement when noise complaints are reported to the police department.

It was the consensus of the Committee of the Whole continue discussion regarding fireworks and noise complaints at a future meeting.

VI. Discussion on the Cary Senior Living Community Room

Discussion Director Simmons provided background regarding the proposed community room within the Cary Senior Living development.

Trustee Cosler stated he wanted to ensure the public has access to the community room. Trustee Cosler asked several questions regarding the community room. Mayor Kownick stated staff will review the questions and will respond.

Mayor Kownick stated the intent of the community room was for additional senior programs and to enhance the lives of Cary's senior population rather than the room to be used by non-seniors.

It was the consensus of the Committee of the whole continue discussion of the Cary Senior Living Community Room at a future meeting.

Executive Session: Litigation: Pending or Imminent 5 ILCS 120/2(c)(11)

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c)(11).

Motion: Trustee McAlpine moved, seconded by Trustee Cosler to adjourn into Executive Session for the purpose of discussing Litigation, Pending or Imminent, 5 ILCS 120/2(c)(11).

Ayes: All ayes by voice vote Nays: None

Motion Carried.

Mayor Kownick and Trustees Covelli, Cosler, Weinhammer, Betz, Kraus, McAlpine and Cosler entered into Executive Session at 7:33 p.m. Others present included Village Administrator Rife, Director Simmons and Village Attorney Scott Uhler.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion: Trustee McAlpine moved, seconded by Trustee Cosler to exit Executive Session at 7:48 p.m.

Ayes: All ayes by voice vote Nays: None

Motion Carried.

VIII. Adjourn

There being no further items to discuss, a MOTION was made to adjourn the meeting at 7:49 p.m.

MOTION: Trustee McAlpine

SECOND: Trustee Cosler

The Voice Vote noted all ayes and the motion carried.
