Village of Cary Committee of the Whole met October 2.

Village of Cary Committee of the Whole met Oct. 2.

Here is the minutes provided by the committee:

I. Call to Order

This meeting was called to order at 6:43 p.m. by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus McAlpine and Cosler Absent: None

Others present included Village Administrator Rife, Community Development Director Simmons, Public Works Director Morimoto, Chief Finlon, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments Mary Hall stated she feels the Village should enact a mosquito spraying program similar to other communities. Ms. Hall cited information regarding diseases that are transmitted through mosquitoes. Ms. Hall also stated that she would like to utilize a bin instead of the brown yard waste bags. Ms. Hall stated she would like the Village to explore this option when the refuse contract is up for renewal. Director Morimoto stated Advanced Disposal offers a yard waste toter/bin option for Cary residents and will follow up with them regarding pricing.

There being no further comments from the public, Mayor Kownick closed Public Comments at 6:53 p.m.

V. Discussion on Fireworks Regulation

Discussion Chief Finlon provided an overview of a supplement to the fireworks item discussed at the September 4, 2018 Committee of the Whole meeting.

The Committee supported the proposed ordinance with fireworks being restricted by 10:30 p.m.

VI. Discussion Regarding Mosquito Control

Director Morimoto provided an overview of the Village's current mosquito abatement program as well as other options, such as spraying, and associated costs.

Trustee McAlpine asked if the Village could to reach out to the Park District and the McHenry County Conservation District to see if they would be interested in partnering in a mosquito spraying program. Village Administrator Rife stated staff can contact representatives from those entities.

VII. Discussion on Safe Routes to School Grant Application

Discussion Director Morimoto provided an overview of a potential grant opportunity through the State of Illinois regarding safety improvements on West Main Street for students attending Briargate Elementary School. Director Morimoto stated staff presented the proposal to School District 26 representatives and received positive feedback.

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c)(11) and Closed Session Minutes, Review, 5 ILCS 120/2(c)(21).

Motion: Trustee McAlpine moved, seconded by Trustee Kraus to adjourn into Executive Session for the purpose of discussing Litigation, Pending or Imminent, 5 ILCS 120/2(c)(11) and Closed Session Minutes, Review, 5 ILCS 120/2(c)(21).

Ayes: All ayes by voice vote Nays: None

Motion Carried.

Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus, McAlpine and Cosler entered into Executive Session at 7:21 p.m. Others present included Village Administrator Rife, Director Simmons and Village Attorney Scott Uhler.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion: Trustee Betz moved, seconded by Trustee McAlpine to exit Executive Session at 8:11 p.m.

Ayes: All ayes by voice vote Nays: None

Motion Carried.

X. Adjourn

There being no further items to discuss, a MOTION was made to adjourn the meeting at 8:12 p.m.

MOTION: Trustee McAlpine SECOND: Trustee Cosler

The Voice Vote noted all ayes and the motion carried.
