Village of Cary Committee of the Whole met November 6.

Here is the minutes as provided by the committee:

I. Call to Order 


This meeting was called to order at 06:59 p.m. by Mayor Kownick.

II. Roll Call 

Present: Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus McAlpine and Cosler 

Absent: None

Others present included Village Administrator Rife, Police Chief Finlon, Finance Director DuCharme, Public Works Director Morimoto, Village Attorney Uhler and members of the audience per the sign-in sheet.

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments 

There being no comments from the public, Mayor Kownick closed Public Comments at 7:00 p.m.

V. Discussion on Police Pension Fund Actuarial Projection 

Finance Director DuCharme introduced Jason Franken of Foster & Foster. Mr. Franken provided an overview of the Police Pension Fund Actuarial Projection.

VI. Discussion Regarding the Annual Real Estate Tax Levy for Tax Year 2018 

Finance Director DuCharme provided an overview of the annual real estate tax levy options for tax year 2018. Director DuCharme stated staff recommends the Village take the new growth option to help offset the increased contribution required for the Police Pension Fund.

Trustee McAlpine stated to remain financially solvent it is important to consider all options due to flat revenue streams, increased contribution for the Police Pension Fund and salary/insurance increases. Trustee McAlpine stated residents should be aware that the Village receives only a small portion of the taxes they pay. Trustee McAlpine stated the new growth option does not increase the Village's portion of residents' taxes.

Trustee Cosler asked Director DuCharme to confirm if the Village did not select the new growth option if that means residents may see a decrease in their taxes paid to the Village. Director DuCharme stated this was true, however, at some point in the future additional revenue will have to be captured to offset continuing financial obligations.

Trustees Cosler, Covelli and Weinhammer stated they were in favor of keeping the tax levy flat.

Mayor Kownick suggested Trustees meet with staff for further information regarding the tax levy or other issues regarding Village finances.

VII. Police Department Update 

Chief Finlon provided an overview of information concerning department activity and related information.

VIII. Executive Session:  Litigation:   Pending or Imminent   5 ILCS 120/2(c)(11)

             Closed Session Minutes, Review  5 ILCS 120/2(c)(21)

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c)(11) and Closed Session Minutes, Review, 5 İLCS 120/2(c)(21).

Motion:  Trustee McAlpine moved, seconded by Trustee Kraus to adjourn into Executive Session for the purpose of discussing Litigation, Pending or Imminent, 5 ILCS 120/2(c)(11) and Closed Session Minutes, Review, 5 ILCS 120/2(c)(21).

Ayes: Nays:

All ayes by voice vote None

Motion Carried.

Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus, McAlpine and Cosler entered into Executive Session at 7:46 p.m. Others present included Village Administrator Rife and Village Attorneys Scott Uhler and Mallory Milluzzi.

After discussion, Mayor Kownick entertained a motion to exit Executive Session.

Motion:  Trustee Cosler moved, seconded by Trustee McAlpine to exit Executive Session at 8:36 p.m.

All ayes by voice vote None

Motion Carried.

X. Adjourn

There being no further items to discuss, a MOTION was made to adjourn the meeting at 8:39 p.m.

MOTION: Trustee Cosler 

SECOND: Trustee Kraus

The Voice Vote noted all ayes and the motion carried.
