Village of Cary Committee of the Whole met Feb. 19.
Here is the agenda provided by the committee:
1. Call to Order This meeting was called to order at 6:29 p.m. by Mayor Kownick.
II. Roll Call Present: Mayor Kownick, Trustees Betz, McAlpine, Covelli, Weinhammer, Kraus and Cosler Absent: None
Others present included Village Administrator Rife, Police Chief Finlon, Public Works Director Morimoto, Director DuCharme, Management Analyst Sage and members of the audience per the sign-in sheet.
III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.
IV. Public Comments There being no comments from the public, Mayor Kownick closed Public Comments at 6:30 p.m.
V. Discussion Regarding Potential Turning Movement Restrictions on First Street at the Oak Knoll Early Childhood Center
Discussion Jenny Aherne, Principal of Oak Knoll Early Childhood Center, discussed the drop off and pickup procedures for the students. Principal Aherne stated the proposed turning movement restrictions would help keep vehicles moving and reduce traffic back-ups. Principal Aherne stated it would be problematic to restrict turning to a specific time of day due to the different pickup times for students and feels it would be more difficult for parents to remember.
Trustee Covelli asked if there had been discussion regarding staggering the start times further in order to help alleviate the traffic issues. Ms. Aherne stated there have been discussions but no decisions have been made.
Jill Carasso, 735 Crest Drive, does not support turning movement restrictions and feels the resulting change in traffic pattern will increase traffic on the residential street she lives on. Ms. Carasso requested if the turning movement restrictions on First Street are approved, that through-traffic be restricted on the surrounding residential streets.
Amanda Schneider, 6911 Hickory Nut Grove Road, stated she supports turning movement restrictions. Ms. Schneider stated she has children at 3 different schools and feels the Oak Knoll situation is much worse than other schools and is dangerous to the students and drivers.
Trustee Covelli supports restricting left turns from 8:00-9:00 a.m. and 3:00-4:00 p.m. and revisiting this issue if the school start times are further staggered apart.
Trustee McAlpine agrees with Trustee Covelli and feels it is important be proactive when considering safety.
Trustee Weinhammer asked if it would be beneficial to also restrict turns from the nearby exit from Ss. Peter and Paul. Mayor Kownick stated discussions have not occurred with Ss. Peter and Paul and they should be consulted if traffic restrictions will affect them.
Staff will consult representatives from Ss. Peter and Paul for their input and discuss the potential traffic impact on surrounding residential streets.
It was the consensus of the Committee of the whole to forward on to the March 5, 2019 Village Board Meeting the consideration of an ordinance regarding potential turning movement restrictions on First
Street at the Oak Knoll Early Childhood Center.
VI. Review of FY2020-2024 Capital Improvement Plan
Administrator Rife and Director Morimoto provided a review of the FY2020-2024 Capital Improvement Plan.

Executive Session: Litigation: Pending or Imminent Mayor Kownick stated Executive Session was canceled.

There being no further items to discuss, a MOTION was made to adjourn the meeting at 8:37 p.m.
