Village of Cary Committee of the Whole met March 5.
Here is the minutes as provided by the committee:
I. Call to Order
This meeting was called to order at 6:25 p.m. by Mayor Kownick.
II. Roll Call
Present: Mayor Kownick, Trustees Betz, McAlpine, Covelli, Weinhammer, Kraus and Cosler
Absent: None
Others present included Village Administrator Rife, Police Chief Finlon, Community Development Director Simmons, Public Works Director Morimoto, Management Analyst Sage, Village Attorney Uhler and members of the audience per the sign-in sheet.
III. Pledge of Allegiance
Mayor Kownick led in the recitation of the Pledge of Allegiance.
IV. Public Comments
There being no comments from the public, Mayor Kownick closed Public Comments at 6:26 p.m.
V. Discussion Regarding Haber Oaks Development Concept
Director Simmons provided an overview of the development concept regarding the Haber Oaks property.
Dave Cook, Elm Tree Properties, provided additional information regarding the proposed development concept.
Trustee Kraus asked how many studio units are proposed. Mr. Cook stated there are 3 studios proposed. Trustee Kraus asked if the units will have basements and what size the proposed garages would be. Mr. Cook stated basements would likely be a feature and the units would have 2-car garages with private driveways that can hold 2 additional cars, which will minimize parking on the street.
Trustee McAlpine asked if the proposed units located in the former school building would be available as rentals or for purchase. Mr. Cook stated at this conceptual stage the smaller, multi-units would be rentals and the townhome units would be for purchase.
Trustees McAlpine and Kraus stated they would like to see more layout and design information.
Trustee Betz asked how the proposed townhomes compare size-wise to the existing ones currently being built on Harper. Mr. Cook stated the proposed townhomes would be somewhat smaller.
Trustee Cosler is concerned about putting rental units in close proximity with purchase units. Trustee Cosler stated he would be interested in seeing alternate designs.
Trustee Covelli stated she appreciates the concept of reusing the existing school building.
Administrator Rife asked Mr. Cook if there was a timeline for the project. Mr. Cook stated if all approvals are received within the next 6-7 months they would like to begin demolition and work on the existing school building over the winter months.
Mayor Kownick asked if the exteriors would be similar to the duplexes being built on Harper. Mr. Cook stated they would. Mayor Kownick asked Mr. Cook how long the project is estimated to take to completion. Mr. Cook stated he anticipated the project would take 2-3 years. Mayor Kownick asked what the approximate price point would be for the new townhome units. Mr. Cook stated the estimated price point would be in the upper $200,000 vicinity.
It was the consensus of the Committee of the Whole to forward on to the March 19, 2019 Village Board Meeting the consideration of the Haber Oaks Development Concept.
VI. Public Hearing - Consider for Approval a Conditional Use for an Electronic Message Center Sign for Galati's Hideaway
Director Simmons provided an overview of the proposed conditional use for an electronic message center sign for Galati's Hideaway.
Trustee Weinhammer asked about the brightness of the sign. Director Simmons stated there is a dimming feature to moderate the brightness depending on the time of day.
Sean McHugh of Galati's stated they have seen a marked increase in business since the sign was updated. They have also noticed a decrease in complaints from patrons regarding difficulty in locating the restaurant.
A representative of The Animal Doctor supports the proposed conditional use for an electronic message center.
It was the consensus of the Committee of the whole to forward on to the March 19, 2019 Village Board Meeting the consideration of a Galati's Hideaway Conditional Use for Electronic Message Center.
VII. Executive Session:

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c)(11) and Personnel: Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees, 5 ILCS 120/2(c)(1).
Motion: Trustee McAlpine moved, seconded by Trustee Kraus to adjourn into Executive Session for the purpose of discussing Litigation, Pending or Imminent, 5 İLCS 120/2(c)(11) and Personnel: Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees, 5 İLCS 120/2(c)(1).
Ayes: All ayes by voice vote
Nays: None
Motion Carried.
Mayor Kownick and Trustees Covelli, Weinhammer, Betz, Kraus, McAlpine and Cosler entered into Executive Session at 7:04 p.m. Others present included Village Administrator Rife, Director Simmons, and Village Attorneys Scott Uhler and Mallory Milluzzi.
After discussion, Mayor Kownick entertained a motion to exit Executive Session.
Motion: Trustee Covelli moved, seconded by Trustee Weinhammer to exit Executive Session at 7:58 p.m.
Ayes: All ayes by voice vote
Nays: None
Motion Carried.

There being no further items to discuss, a MOTION was made to adjourn the meeting at 7:59 p.m.
