Village of Wauconda Village Board met June 4.

Here is the minutes provided by the board:

1. CALL TO ORDER

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 P.M.

2. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Boy Scout Troop 90.

3. ROLL CALL

Upon roll call by Clerk Falk-Novak, the following Trustees were present:

Trustees Black, Howe, Schlick, Morino, Shaw, Sode

QUORUM PRESENT

Also present: Kevin Timony (Village Administrator), Brad Fink (Director of Public Works), Police Chief Wermes, Rudy Magna (Village Attorney)

4. PUBLIC COMMENT:

No public comment.

5. APPROVAL OF AGENDA

(Last Ordinance No. was 2019-O-10) (Last Resolution No. was 2019-R-07)

Motion to Approve the Agenda made by Trustee Sode, second Trustee Shaw.

7. CONSENT AGENDA

A. Approval of the Bills for Payment from April 27, 2019 through May 10, 2019 in the Amount of $847,780.43 and from May 11, 2019 through May 24, 2019 in the amount of $384,615.35

C. Approval of an Ordinance Amending Section 119.29 of the Village Code of Wauconda byy Adjusting the Number of Authorized Liquor Licenses in the Class A Category from Seventeen (17) to Eighteen (18) (Ordinance No.2019-O-11)

D. Approval of Pay Request No. 15 from Manusos General Contracting Inc. for the Lake Michigan Water Internal Improvements – Phase 3B

9. NEW BUSINESS

A. Approval of Change Order No. 2 for the Lake Michigan Water Internal System Improvements – Phase 3B

Brad Fink:

During construction, staff had requested that the contractor make a number of changes out in the field. These changes consisted of a live pressure tapper connection, which required them to tap one of the mains. This was requested, so there was not a disruption of service to the residents. Relocation of a hydrant in the field was also requested as well as a time extension for the substantial completion date from January 20th to March 29th with a final completion date of June 20th of this year. Trustee Sode asked if they are on track for June 20th and Brad confirmed that they are.

10. MAYOR’S REPORT

The Mayor attended ICSC (International Council of Shopping Centers) two weeks ago in Las Vegas and stated it was a great event. This event is over 800,000 square feet with approximately 30,000 people in attendance. He thanked the staff for making arrangements, and he attended with a bag filled with zip drives, which included all Wauconda’s local information and demographics. He had several meetings with developers, several business owners, national chains, restaurants, shoe stores, and we have already been contacted as a result of these meetings. There will be a similar type of event in the fall, and he plans on reaching out to the Chamber so they can attend as well. Last week he participated in LCML Newly Elected Official training along with Trustees Sode and Shaw and thanked them for attending and hoped they found it informative. He mentioned that the LCML has been very busy and there have been times that people have questioned the value in the past, but the last several years the league has been extremely involved and as a result communities are working together. Last week, with everything going on in Springfield, there was a lot of email communication happening along with witness slips being filed and it was nice to see Lake County being represented. He stated he was happy we didn’t receive a 1500-page document with a decision required the same day. The Mayor added, on a sad note, as we are all aware there was graffiti in town a couple of weeks ago and he made it clear there is no room for hate in Wauconda. He thanked the residents that reported it right away and the residents that quickly cleaned it up as well as the Police Department for their help. On a positive note, we have had numerous State Champions coming out of Wauconda High School. Grace Daun won again in the high jump, Juan Rodarte won the 100- & 200-Meter Dash as well as the girls’ soccer team’s first time going to State and took second in State. Lastly, the Mayor mentioned that there had been a vacancy for over a year on our Police Pension Board, as a result of stringent requirements to sit on this board, and Ron Price has accepted to fill this vacancy. The Mayor thanked him for stepping up.

11. COMMITTEE REPORTS & TRUSTEE COMMENTS

Trustee Black

There was no committee report. He thanked everyone that organized and participated in the Memorial Day Parade. He gave a special shout-out to Alise in making sure we had the flags to hand out as well as Brad Fink for being patient and staying with the group while handing out flags. Last weekend the Township hosted their Recycling Extravaganza, and over 650 cars came through, and they collected 754 shoes in just three hours. He also wanted to remind everyone that our next Village Board Meeting will be held on Monday, June 17th as the first Wauconda Cruise Night will be on Tuesday, June 18th. If anyone is interested in volunteering, please contact Chuck at chuckblack@comcast.net, cblack@wauconda-il.gov or call him at 847-815-3009. Lastly, he added that the Village Trustees would be manning steak night at the Moose Lodge, which is open to members and their eligible guests.

Mayor Knight quickly added a thank you to Sherry Davies for walking in the parade and distributing flags.

Trustee Howe

The Economic Development Committee held their first meeting in the new session a couple of weeks ago. It was a great opportunity for all of them to sit down and have a round table with new Community Development Director Greg Anderson. Everyone found it helpful and informative, and they look forward to moving forward and utilizing the information the Mayor was able to gather for them at the ICSC convention. He is really looking forward to seeing folks at the Chamber Golf Outing on Friday as well as the Big Bang Golf Outing a week from Friday. He congratulated our recent State Champions and runners up and mentioned not only do the FBLA have successes, but we also have great athletics in Wauconda, and there is so much to be proud of, and the celebrations on Main Street is always just so fun to see. He also offered his congratulations to Trustee Schlick on his upcoming promotion at the Fire Department as Battalion Chief.

Trustee Schlick

There was a Services Committee meeting held tonight, and Administrator Timony presented a pretty comprehensive list of items they are going to tackle throughout the year along with applicable target dates. He added his congratulations to Grace and Juan as well as the girl’s soccer team. He mentioned that it is golf outing season and encouraged people to get out and raise some money for all these good organizations.

Trustee Morino

The first License and Admin. Committee meeting of the session will be coming up, and he looks forward to sharing information at the next Village Meeting. He added his congratulations to the athletes as well as Trustee Schlick on his upcoming promotion to Battalion Chief.

Trustee Shaw

He stated that the Memorial Day Parade was awesome, and he thanked all who were involved. He included Public Works, Police Department, EMA, CERT who are out there keeping it safe. He congratulated the student-athletes as well as Trustee Schlick on his upcoming promotion.

Trustee Sode

With regards to the Memorial Day Parade, he said the event was great, and he wanted to thank all the men and woman who have served our Country and thanked all who organized and participated in the parade. He also offered his congratulations to Trustee Schlick on his upcoming promotion.

12. EXECUTIVE SESSION
