City of Highland Park City Council met Sept. 5.

Here is the minutes provided by the council:

The City of Park City held its regular Council meeting on September 5th, 2019 at City Hall, 3355 Belvidere Road, Park City, Illinois. Mayor Steve Pannell called the meeting to order at 7:00 pm.

Pledge of Allegiance was recited

ROLL CALL – City Clerk Dirzo Present: Aldermen Telle, Dennis,Ortega, Bibian, Hart, Eaker In Attendance: Mayor Steve Pannell, City Attorney Peter Karlovics, Inspector Bernard Pondextor, City Engineer Ken Magnus Absent: Chief of Police Holderbaum, Alderman Eaker, City Clerk Dirzo

OPEN TO THE PUBLIC: Jeff Kent commented on Park City Block Party and that he thought the city did a good job. He also inquired whether Alderman Dennis could look into getting the shirts for ZBA Members.

Jose Solano – Student at the College of Lake County (resident of Park City), said he was present to witness a council meeting, first time attendee.

CONSENT AGENDA: Motioned by Alderman Bibian and seconded by Alderman Hart to approve consideration of the Consent Agenda by Omnibus Vote, items A through B: 

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Hart 

Nays: 0 

Motion Passed

A. Approval of Regular Council Meeting Minutes – August 15th, 2019 

B. Reading and Approval of Bills Payable – September 5th, 2019 It was motioned by Alderman Bibian and seconded by Alderman Dennis to approve items A through B of the Consent Agenda 

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Hart 

Nays: 0 

Motion Passed

NEW BUSINESS:

A. Discussion and Possible Approval of an agreement between Lexipol and the Park City Police Department to Create, Update and Maintain a Policy Manual for the Police Department. To include, daily training bulletins and electronic record keeping. It was motioned by Alderman Bibian and seconded by Alderman Hart to Approve an agreement between Lexipol and the Park City Police Department to Create, Update and Maintain a Policy Manual for the Police Department; to include, daily training bulletins and electronic record keeping.

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Hart 

Nays: 0 

Motion Passed

OLD BUSINESS:

A. Approval of AN ORDINANCE AMENDING TABLE 19 OF SECTION 17.40.040 OF THE PARK CITY ZONING ORDINANCE ENTITLED “PERMITTED OBSTRUCTIONS OF REQUIRED YARDS” TO ADD AN OBSTRUCTION OF “PATIOS, OPEN (LIMITED TO NOT EXCEED FOUR FEET BY FIVE FEET IN DIMENSION, AND MUST ABUT THE RESIDENCE)” TO BE PERMITTED IN FRONT YARDS, ALONG WITH REGULATIONS TO GOVERN SAID PATIO CONSTRUCTION AND AMENDING SECTION 17.40.050 OF THE PARK CITY ZONING ORDINANCE TO AMEND HEIGHT AND COVERAGE REGULATIONS TO PROVIDE THAT THE MAXIMUM FRONT AND SIDE YARD COVERAGE NOT EXCEED THIRTY-FIVE PERCENT. (Ordinance No. 2019-ZO-_____) 

The above ORDINANCE has been tabled at the request of Alderman Dennis. To be discussed at a later date. 

B. CONSIDERATION AND POSSIBLE APPROVAL TO AWARD SCHROEDER AND SCHRODER INC THE CONTRACT FOR CONCRETE EXTENSIONN AT THE PUBLIC WORKS FACILITY IN THE AMOUNT OF $7,500.85 TO BE PAID OUT OF THE WATER & SEWER ACCOUNT. 

The above consideration has been tabled. To be discussed at a later date.

E. CITY ATTORNEY – Peter Karlovics – GROOT Contract coming due; will need to renew. To be added to next agenda for approval

ADJOURN: It was motioned by Alderman Bibian and seconded by Alderman Hart to adjourn the regular council meeting at 7:35PM
