City of Highland Park City Council met September 19

City of Highland Park City Council met Sept. 19.

Here is the minutes provided by the council:

The City of Park City held its regular Council meeting at City Hall, 3355 Belvidere Road, Park City, Illinois. Mayor Steve Pannell called the meeting to order at 7:00 pm.

Pledge of Allegiance was recited

ROLL CALL – City Clerk Dirzo 

Present: Aldermen Telle, Dennis, Ortega, Hart, Eaker In Attendance: Mayor Steve Pannell, City Attorney Peter Karlovics, Inspector Bernard Pondextor, City Engineer Ken Magnus Absent: Chief of Police Holderbaum, Alderman Bibian

OPEN TO THE PUBLIC: 

Presentation by Craig Schaller of Konica Minolta – Printer Software

Mr. Schaller presented a couple of options for a new printer system to be serviced and purchased directly from Konica. City Council to review and determine at a later time.

Presentation by Element 7 of Illinois – Sale of Cannabis in the City of Park City

Presentation postponed to September 26th, 2019 at 7pm.

A. Approval of Regular Council Meeting Minutes – September 5th, 2019 

B. Reading and Approval of Bills Payable – September 19th, 2019 

It was motioned by Alderman Dennis and seconded by Alderman Telle to approve items A through B of the Consent Agenda 

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Hart, Eaker 

Nays: 0 

Motion Passed

NEW BUSINESS:

A. Consideration and Possible Approval of AN ORDINANCE APPROVING A ONE (1) YEAR EXTENSION OF CONTRACT AGREEMENT FOR REFUSE AND LEAF COLLECTION AND DISPOSAL, AND COLLECTION OF RECYCLABLES AND LANDSCAPE WASTE FOR DELIVERY TO PERMITTED AND/OR APPROVED FACILITIES WITH GROOT INDUSTRIES, INC. (Ordinance No. 2019-O-11) 

It was motioned by Alderman Dennis and seconded by Alderman Telle to APPROVE Ordinance No. 2019-O-11.

Nays: 0 

Motion Passed 

OLD BUSINESS:

A. Consideration and possible approval of AN ORDINANCE AMENDING TABLE 19 OF SECTION 17.40.040 OF THE PARK CITY ZONING ORDINANCE ENTITLED “PERMITTED OBSTRUCTIONS OF REQUIRED YARDS” TO ADD AN OBSTRUCTION OF “PATIOS, OPEN (LIMITED TO NOT EXCEED FOUR FEET BY SIX FEET IN DIMENSION, AND MUST ABUT THE RESIDENCE)” TO BE PERMITTED IN FRONT YARDS, ALONG WITH REGULATIONS TO GOVERN SAID PATIO CONSTRUCTION AND AMENDING SECTION 17.40.050 OF THE PARK CITY ZONING ORDINANCE TO AMEND HEIGHT AND COVERAGE REGULATIONS TO PROVIDE THAT THE MAXIMUM FRONT AND SIDE YARD COVERAGE NOT EXCEED THIRTY-FIVE PERCENT. (Ordinance No. 2019-O-_____) 

It was motioned by Alderman Eaker and seconded by Alderman Dennis to table the considered item in Old Business

C. PARKS AND RECREATION – LIAISON – Alderwoman Ortega – No Report

A. POLICE CHIEF – Walter Holderbaum – Absent 

B. CITY ENGINEER – Kenneth Magnus – No Report 

C. BUILDING DEPARTMENT & PUBLIC WORKS – Mayor Pannell – No Report 

D. CITY INSPECTOR – Bernard Pondexter – No Report 

E. CITY ATTORNEY – Peter Karlovics – GROOT Contract coming due; will need to renew. To be added to next agenda for approval 

F. ALDERMAN 

EAKER: A water leak was noted coming from under the train tracks. Alderman Eaker is requesting that it be reviewed for possible issues. DENNIS: Trick-or-Treating will take place on October 27th, 2019 from 2PM-5PM

G. CITY CLERK – Reminded council to bring payment for transportation on Saturday, September 21st, 2019 

H. CITY TREASURER – Absent
