City of Highwood City Council met Sept. 17.

Here is the minutes provided by the council:

1. Roll Call

Present: Aldermen: Falberg, Hospodarsky, Fiore, Levi, Peterson, Slavin

Absent: Mayor Pecaro

Also Present: City Manager Coren, City Attorney Jablecki, Assistant City Manager Martin, Administrative Assistant Litjens, City Clerk Baruffi

Moved by Alderman Peterson, seconded by Alderman Fiore to appoint Alderman Falberg Mayor Pro Tem. All present voting aye, by voice vote, motion carried.

CALL TO ORDER by Mayor Pro Tem Falberg at 7:33 P.M. 2. Pledge of Allegiance

All in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Levi, seconded by Alderman Fiore to approve the City Council: September 03 , 2019 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Levi, seconded by Alderman Fiore to approve the Committee of the Whole: September 03 , 2019 minutes as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Levi, seconded by Alderman Peterson to approve the 09/17/2019 AP Warrant List for payment as presented. All present voting aye, motion carried.

Jose spoke for the Delta Group on their opinion against the cannabis retail within the city limits.

12.1. 19-O-15 Moved by Alderman Peterson, seconded by Alderman Slavin to waive the first reading and approve an Ordinance Amending Title 3 of the Highwood City Code to Add Chapter 11 in Regard to the Imposition of a Municipal Cannabis Retailers ’ Occupation Tax. All present voting aye, motion carried.

The passage of this ordinance permits the City to implement a 3% tax on all sales within the municipality filed with the Illinois Department of Revenue (IDOR). The IDOR requires a 90 day notice of local tax before it is imposed and collected by the IDOR, thus the City needs to have the Ordinance passed and filed with the IDOR on or before October 1, 2019, for it to be implemented on January 1, 2020.

12.2. 19-O-16 Moved by Alderman Peterson, seconded by Alderman Hospodarsky to waive the first reading and approve an Ordinance Authorizing t he Disposal of Surplus Property Owned by the City of Highwood. All present voting aye, motion carried.

12.3. 19-O-17 Moved by Alderman Peterson, seconded by Alderman Levi to waive the first reading and approve an Ordinance Amending the Adoption of the New Official Annual Zoning Map for 2019. All present voting aye, motion carried.

12.4. Moved by Alderman Levi, seconded by Alderman Levi to approve a Motion Approving a Quality Based Selection (QBS) Policy and Procedures for the City of Highwood When Receiving Funds for Consultant Related Engineering. All present voting aye, by voice vote, motion carried.

12.5. Moved by Alderman Levi, seconded by Alderman Peterson to approve a Motion Authorizing the City manager to Accept a Proposal from ME Simpson Company, INC to Complete Water System Valve Exercising for the City of Highwood. All present voting aye, motion carried.

12.6. Moved by Alderman Peterson, seconded by Alderman Levi to waive competitive bidding and approve a Motion Authorizing the City Manager to Accept a Proposal from DeMarr Sealcoating for Thermoplastic Street Striping for $42,151. All present voting aye, motion carried.

12.7. Moved by Alderman Peterson, seconded by Alderman Fiore to waive the competitive bidding and approve a Motion Directing the City Manager to Accept a Quote from Pav-Tech to Resurface Everts Place, Mears Place and Morgan Place at an Estimated Cost of $106,432.40. All present voting aye, motion carried.

The City received 3 quotes for the resurfacing work.

15. Adjournment Moved by Alderman Levi, seconded by Aldermen Fiore to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pro- Tem Falberg adjourned the meeting at 7:47 P.M.
