Village of Wauconda Village Board met Oct. 15.

Here is the minutes provided by the board:

1. CALL TO ORDER

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 P.M.

2. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led Mayor Knight.

3. ROLL CALL

Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Black, Howe, Schlick, Morino, Shaw, Sode

QUORUM PRESENT

Also present: Kevin Timony (Village Administrator), Brad Fink (Director of Public Works), Deputy Chief Botterman

4. PROCLAMATION – RED RIBBON WEEK

Mayor Knight presented the Red Ribbon Week Proclamation

5. PUBLIC COMMENT:

Scott Shuey (Wauconda Resident – Lake County Precinct Committeeman)

Mr. Shuey mentioned that some have may have noticed in the past couple of months, especially on social media, there have been some water billing discrepancies pop up. He has a neighbor who received a bill, which reflected that they used approximately 350% more water than they have had in the past. This resident knows for a fact that he did not have any leaking toilets nor did he leave any water running. There were no extreme circumstances that would have warranted this high usage. He asked if the Village has been looking into this and if there has been an issue identified with the billing.

Mr. Shuey also asked about Red Light Camera revenue. He asked what percentage does the Village keep and what Village fund does this money get credited towards?

Administrator Timony stated that it is not based on the ticket as the Village is charged specific fees for the operation of the camera. Monthly administration fees are first deducted with the remainder going to the Village’s General Fund in which the Wauconda Police Department is funded 100% from this fund.

6. APPROVAL OF AGENDA

(Last Ordinance No. was 2019-O-14) (Last Resolution No. was 2019-R-11)

Mayor Knight stated that the agenda is amended to reflect that there would not be an Executive Session after the Regular Village Board Meeting.

7. MOTION TO APPROVE CONSIDERATION OF CONSENT AGENDA BY OMNIBUS VOTE

Motion to approve consideration of Consent Agenda by Omnibus Vote made by Trustee Shaw, second Trustee Morino.

8. CONSENT AGENDA

A. Approval of Bills for Payment from September 21, 2019 through October 4, 2019 in the Amount of $1,088,534.79

B. Approval of the Minutes of the October 1, 2019 Regular Village Board Meeting

C. Approval of Pay Request No. 1 from Chicagoland Paving Contractors Inc. for the 2019 MFT Street Maintenance Project

D. Approval of Pay Requests No. 16 and 17 from Manusos General Contracting Inc. for the Lake Michigan Water Internal Improvements – Phase 3B

E. Authorization to Execute a Lease Agreement Extension for 339 S. Main Street

10. NEW BUSINESS

A. Approval of a Resolution Approving the Collective Bargaining Agreement between the Fraternal Order of Police, Wauconda Lodge 276 and the Village of Wauconda (Resolution No. 2019-R-12)

Administrator Timony:

Our Patrol Officers are covered by the Fraternal Order of Police Wauconda Lodge, and their contract expired with the Village this past April. The Village has been collectively bargaining with this group since last February, and they finally reached an agreement. The Resolution presented to the Board is approving this agreement, which would be a four-year contract that would be retroactive with an effective date of May 1, 2019 and would cover the Wauconda Police Department’s 17 Patrol Officers.

11. MAYOR’S REPORT

The Mayor addressed Mr. Schuey’s Public Comment regarding water billing discrepancies. He stated that there had been some instances where residents have called the Village, and the Village has visited the resident’s homes. There also have been some billing issues identified as the result of the replacement of water meters to a newer model. This resulted in longer billing cycles, but residents should notice a decrease on the following billing cycle. They have been working with all residents that have contacted the Village and Public Works and are addressing all concerns. He thanked Mr. Schuey for his comment.

He also stated we now have Lake Michigan water and wanted to thank everyone for all their work over the last 13 years. He thanked the residents that approved the Village to move forward on this project as it is a great source, and residents are noticing the difference already in the quality of the water.

12. COMMITTEE REPORTS & TRUSTEE COMMENTS Trustee Black

He wanted to thank everybody, starting with the Board, all the sponsors, especially the volunteers, the Explorers, and Cert. The Cruise Night just had its sixth year, and four times, we have been over 600 cars, and two of them were this year. We set a record in June with 667 vehicles and had a slight rain-out in July, which reduced the showing to around 400 with a full rain-out in August. We wrapped up the season in September with another record of 684 vehicles. This could not have been accomplished without this ginormous puzzle of people working together.

He also mentioned Lake Michigan water and what a marathon the last 13 years has been. He thanked everyone involved through all the peaks and valleys and sticking with it. He is proud of everyone who pulled together to make this happen.

He also stated that there would not be a Natural Resources Committee meeting next week.

Trustee Howe

Trick or Treat on Main is coming up on Sunday, October 27th, which is always a good time, and hopes to see everyone there.

Trustee Schlick

There was no committee report. He had the opportunity to play, along with Director Fink and former Trustee Barbini, in the Lions Golf Outing last week and had a wonderful time. It’s great to support the Lions as they always put on an excellent outing, which helps support them in all the good that they do.

He congratulated all on the arrival of Lake Michigan water.

Trustee Morino

Tonight, there was a License and Admin Committee meeting, and during that time they discussed the Ordinance to enforce snow removal both in residential and business districts. They are trending towards a potential Ordinance that would stipulate that within 24 hours (for both residential and business) that some action is taken in the removal of the snow. They are hoping to present a finalized Ordinance by the next Village Board Meeting.

Next Tuesday, there will be another License and Admin meeting (he will be attending remotely as he will be out of town) that will focus on a Cannabis Ordinance if the Village were to move forward to allow dispensaries or craft growers. They have more information with regards to what the state is planning, as well as additional information from our legal, and they will be debating these items.

Trustee Shaw

He thanked all for their hard work over the last 13 years in bringing Lake Michigan water to Wauconda.

He is also looking forward to seeing everyone at Trick or Treat on Main Street.

Trustee Sode

He thanked all that were involved with Lake Michigan water, as it was quite an undertaking.
