Joint resolution approving 2020 - 2024 Housing and Community Development Consolidated Plan, including the Program Year 2020 Annual Action Plan.
· Lake County is the recipient of United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding.
· As a condition of entitlement funds HUD requires the development and submission of a Housing and Community Development Consolidated Plan (ConPlan).
· The development of the ConPlan includes an updated assessment of affordable housing and community development needs, identification of strategies and goals needed to address the aforementioned needs and the Program Year 2020 (PY20) Annual Action Plan (AAP).
· The PY20 AAP includes annual funding recommendations totaling $3,118,594 CDBG, $1,872,154 HOME, $225,467 ESG and $301,000 Lake County Affordable Housing Funds.

Joint resolution authorizing 2020 Lake County Affordable Housing Program (LCAHP) grant awards
· In December 2019, Community Development staff received applications for eligible affordable housing programs and projects.
· The available affordable housing funding includes $301,000 of Lake County Affordable Housing Program (LCAHP) Funds.
· On May 22, 2020, the Affordable Housing Advisory and Recommendation Committee (ARC) voted unanimously to recommend LCAHP funds to the following:
o Catholic Charities - $150,000 for rapid rehousing;
o Community Partners for Affordable Housing - $81,000 for the acquisition of an affordable rental housing project;
o Community Partners for Affordable Housing - $40,000 for the support of housing assistance programs; and
o Community Development - $30,000 for grant administration.
