City of Highland Park City Council met June 4.

Here is the minutes provided by the council:

CALL TO ORDER – Mayor Pannell 

ROLL CALL - City Clerk Dirzo

OPEN TO THE PUBLIC (Members of the public may address the City Council within a time limit of five (5) minutes, which may be extended for good cause shown)

Amy Heppner of 3828 Cambridge Dr – Resident Heppner is requesting a variance for the build out of a fence. Mayor Pannell will work with the building department to get specifications of what is needed before a variance can be provided.

Motioned by Alderman Dennis and seconded by Alderman Telle to Approve Consideration of the Consent Agenda by Omnibus Vote, items A through B:

A. Approval of Regular Council Meeting Minutes – May 7th & May 21st, 2020

B. Reading and Approval of Bills Payable – June 4th, 2020

It was motioned by Alderman Dennis and seconded by Alderman Bibian to approve items A through B of the Consent Agenda.

Regular City Council Meeting will be attended in person by City Officials

At City Hall located at 3355 Belvidere Rd, Park City, Illinois

In order to comply with social distancing requirements limiting public gatherings to ten (10) people, the City asks members of the public to participate via teleconference to phone number (815) 322-0076

Consideration and possible approval of AN ORDINANCE DELETING SECTION 2.04.080 OF THE PARK CITY MUNICIPAL CODE ENTITLED “CITY COUNCIL BUILDING AND CONSTRUCTION COMMITTEE” AND REPLACING IT WITH A NEW SECTION 2.04.080 TO BE ENTITLED “CITY COUNCIL COMMITTEES AND ALDERMANIC LIAISONS.” (Ordinance No. 2020-O-07)

It was motioned by Alderman Bibian and seconded by Alderman Eaker to APPROVE AN ORDINANCE DELETING SECTION 2.04.080 OF THE PARK CITY MUNICIPAL CODE ENTITLED “CITY COUNCIL BUILDING AND CONSTRUCTION COMMITTEE” AND REPLACING IT WITH A NEW SECTION 2.04.080 TO BE ENTITLED “CITY COUNCIL COMMITTEES AND ALDERMANIC LIAISONS.” (Ordinance No. 2020-O-07)

OLD BUSINESS:

COMMITTEE REPORTS

A. WATER AND SEWER COMMITTEE–CHAIR MANDENNIS

ALDERMAN DENNIS INQUIRED ABOUT ORDINANCES THAT DEAL WITH MAINTENANCE OF AN OWNERS BACKYARD. MAYOR PANNELL TO REVIEW ORDINANCE ABOUT LAWN MAINTENANCE FOR CLARIFICATION.

B. LICENSE AND FINANCE COMMITTEE – CHAIRMAN BIBIAN – NO REPORT C. PARKS AND RECREATION – LIAISON – ALDERWOMAN ORTEGA - ABSENT 

STAFF, OFFICERS. AND COUNCIL MEMBERS COMMENTS: 

A. POLICE CHIEF – Walter Holderbaum

i. Chief Holderbaum provided City Council with an update on the protests that took place on Sunday – lasted several hours but no big disruptions. The police department is working closely with businesses to maintain a secure environment. Police officers are all working on an on-call schedule. All threats are being monitored via social media.

B. ENGINEER – Kenneth Magnus

C. BUILDING DEPARTMENT & PUBLIC WORKS – Mayor Pannell

D. CITY ATTORNEY – Peter Karlovics

i. Provided an update as to when the City can expect to reopen the courts. All court hearings will resume in November – currently hearings are being held via Zoom on a limited basis.

E. ALDERMEN TELLE: Alderman Telle brought up concerns about trash from Colonial park apartments going into Palmieri Park. Residents are picking up trash that should be handled by the apartment owners. Consider reaching out to owners to put a fence to prevent this.

BIBIAN: Inquired about the ownership of the private property on Lake Park and Greenview. The trees that abut the residential homes are beginning to fall into their yards. Alderman Bibian is asking that information be provided so that the Mayor or Council can reach out to property owner to request approval to cut down trees or cut trees themselves.

F. CITY CLERK – Clerk Dirzo shared with City Council that she has completed her Associate’s Degree.

G. CITY TREASURER

MAYOR’S REPORTS AND APPOINTMENTS: All appointments are for 1 year unless stated otherwise.

Mayor Pannell is recusing himself and has left the room at 7:26PM

CLOSED SESSION:

Discussion of litigation, specifically an action affecting or on behalf of the City has been filed and is pending before a court or administrative tribunal pursuant to 5 ILCS 120/2

It was motioned by Alderman Eaker and seconded by Alderman Dennis to into Closed Session at

It was motioned by Alderman Eaker and seconded by Alderman Bibian to reconvene the Regular Council Meeting at 7:36
