Aptakisic-Tripp Community Consolidated School District 102 Board of Education met Sept. 29.

CALL TO ORDER/ROLL CALL

Mrs. Ross called the meeting to order at 7:08 p.m.

Upon the roll being called by Mr. Galfield, the following Board members answered present:

COMMUNICATION

Mrs. Ross read a letter from 6th grade teacher, Mrs. Lori Wisnauski. She wanted to recognize our wonderful assistants. Their contributions in the classroom are helping students be more successful.

Mrs. Ross entertained a motion to approve the items listed on the Consent Agenda as presented.

Mr. Graupe moved, and Mr. Galfield seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye. Motion passed.

PERSONNEL/VACANCY REPORT

Mrs. Ross entertained a motion to approve the items listed on the Personnel Report as amended.

Mr. Graupe moved, and Mrs. Gaskill seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye. Motion passed.

Reassignments and Transfers

Adelene Curcio, from classroom aide to Long-term substitute for kindergarten classroom teacher at Tripp Elementary School beginning on or before October 19, 2020 through December 18, 2020. (Ms. Curcio will return to her aide position when the teacher returns.)

Leaves of Absence

Amy Levin, special education resource teacher requesting a Family Medical Leave of Absence beginning October 5, 2020 for up to six weeks, if needed.

Amy Frantz, kindergarten special education teacher requesting a leave of absence beginning October 19, 2020 through December 18, 2020 with an intent to return on January 4, 2021.

Aptakisic Junior High School

Long-term substitute for orchestra teacher at Aptakisic Junior High School beginning on or before January 7, 2021 through March 19, 2021.

Pritchett School

Long-term substitute for third grade teacher at Pritchett Elementary School beginning on or before Long-term substitute for second grade teacher at Pritchett Elementary School beginning on or before November 29, 2020 through February 19, 2021.

A list of upcoming Board meetings and other significant district events was provided as an informational item.

RETURNING TO IN-PERSON BOARD MEETINGS

Mrs. Ross, Mr. Galfield, and Mr. Graupe led a discussion about returning to in-person Board meetings once it has been deemed safe for some students to return to in-person learning. They asked if the Board would like to have meetings in a larger location to ensure social distancing for the Board and any community members who choose to attend. It was agreed to possibly move to a larger location but continue to have virtual meetings available so community members can have both options.

COVID-19 DASHBOARD

Dr. Wilcox shared the COVID-19 metrics discussed at the September 14 Board meeting in a visual dashboard format. She shared the current metric data. As previously communicated, the metrics will be analyzed in concert with one another on October 5 to determine if it is safe to bring some students back for in-person learning. The dashboard will be on the district website and the metrics will be updated regularly. Dr. Wilcox thanked Dr. Hudson for creating the D102 dashboard.

PLANNING FOR IN-PERSON LEARNING

We are collecting updated parent preference data. As of today, we have received over 281 responses.

Dr. Wilcox explained how this may impact our in-person model. Dr. Wilcox also presented a rolling timeline for grade levels returning to school as well as the strict safety protocols that will be implemented to protect the health of staff and students. A shift in metrics could impact the timeline and the in-person offering. We are striving for continuity and consistency by trying to maintain current schedules and teachers as much as possible and create a common district-wide schedule. A hybrid model of three days a week (T-Th) in school and two days remote (M and F) allows for flexibility.

School-specific data will be communicated on September 30. The next chance to update preferences will be in late November or early December. The Board had questions about the health and safety of the staff and students, availability of trained substitutes, staff assignments, building ventilation, and district positivity numbers fluctuating. They also thanked Dr. Wilcox for the thorough presentation and answering their questions and concerns.

MAXIMIZING HUMAN CAPITAL: PARENT SUPPORT DURING REMOTE LEARNING

Mr. Rogers, Mr. Torrisi and members of the student/family support team described their roles and provided an update on some of the ways they are providing support to families during Remote Learning

2.0. Mr. Torrisi shared how the Family Help Ticket will be utilized to help families find the resources they need. Mr. Rogers shared an array of family resources available on our website which will be updated periodically. Inclusion Specialist Sara Anderson and parent liaisons, Sadie Meyer, David Castaneda, and Cheryl Wyer shared some of the ways they are reaching out to families to offer support.

They are conducting monthly parent support meetings, providing individual family support and coaching, helping parents overcome language and cultural obstacles, navigating technology issues, and collaborating with teachers.

EDLEADER21 ANNUAL MEETING UPDATE

This year’s annual meeting of the EdLeader21 professional learning community will be hosted remotely and provides an opportunity for School Board members to participate in synchronous and asynchronous learning activities (including a Job-Alike session for School Board Members on October 14th). Dr. Hudson provided a brief overview of the meeting agenda and answered questions for the Board. In the past, D102 has been on the EdLeader21 advisory team and our model of Portrait of a Graduate has been presented at the annual meeting. Mrs. Ross expressed interest in attending the virtual event.

APPROVE TREASURER’S REPORT FOR JULY 2020

Mrs. Ross entertained a motion to approve the Treasurer’s Report for July 2020 as presented. Mr. Galfield moved, and Mr. Graupe seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye. Motion passed.

Mrs. Ross entertained a motion to open the FY2020-2021 Aptakisic-Tripp Community Consolidated School District 102 budget hearing. Ms. Slavin moved, and Mrs. Ross seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye.

Motion passed.

A copy of the FY2020-2021 Aptakisic-Tripp Community Consolidated School District 102 Budget was available for review on Monday evening. There were no changes to the budget from what was presented on September 14, 2020. Ms. Bacher answered questions.

Mrs. Ross entertained a motion to close the FY2020-2021 Aptakisic-Tripp Community Consolidated School District 102 budget hearing. Mr. Libbey moved, and Mr. Linn seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye. Motion passed.

ADOPTION OF THE FY2020-2021 SCHOOL DISTRICT 102 BUDGET

Mrs. Ross entertained a motion to adopt the FY2020-2021 Aptakisic-Tripp Community Consolidated School District 102 Budget as presented. Mr. Ross moved, and Mr. Galfield seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye. Motion passed.

VENDOR PAYMENTS OVER 25K, AUGUST-SEPTEMBER, 2020

The vendor list of expenditures over 25K from August-September, 2020 is included as an informational item.

VISITORS' QUESTIONS AND COMMENTS

Twelve parents and one staff member had an opportunity to speak at the meeting. They had questions and concerns regarding transportation, school bus safety, hybrid model school hours and days per week, student supervision in the classroom, after school care options, learning options for quarantined students, daily self-check protocols, mask wearing, student interaction in the classroom, and staff reluctant to return to the buildings. Dr. Wilcox answered questions and will follow up with parents who need a little more time for their questions to be addressed.

Mrs. Ross asked the Board for suggestions on what should be published in the next D102uesday.

MOTION TO MOVE INTO EXECUTIVE SESSION

Mrs. Ross entertained a motion to move into Executive Session at 9:50 p.m. to discuss matters related to collective negotiations, memorandums of understanding, personnel, probable or imminent litigation, sale of property, and/or student issues. Ms. Slavin moved, and Mrs. Gaskill seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mr. Linn, Mrs. Ross, and Ms. Slavin voted aye. Motion passed.

MOTION TO RETURN TO OPEN SESSION

Mrs. Ross entertained a motion to return to Open Session at 10:20 p.m. Mr. Libbey moved, and Ms. Slavin seconded the motion. Roll call vote: Mr. Galfield, Mrs. Gaskill, Mr. Graupe, Mr. Libbey, Mrs. Ross, and Ms. Slavin voted aye. Mr. Linn absent. Motion passed.
