Councilmember Stolberg moved to approve the Minutes of the Regular City Council Meeting Held on April 24, 2023. Councilmember Stone seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

REPORT OF MAYOR
A. Moment of Silence for Allen, Texas
Mayor Rotering noted that the Council and staff would like to take a moment of reflection and solidarity for Allen, Texas, following the devastating shooting over the weekend that took the lives of eight people.
B. Proclamations
1. Beach and Boating Safety Week 2023
Mayor Rotering read the proclamation for National Beach and Boating
Safety Week. She noted that the City is proud to join their colleagues on the Park District Board in recognizing National Beach and Boating Safety Week. She encouraged everyone to carefully review the information that is provided by the Park District of Highland Park that highlights the value of taking precautions while enjoying activities on the lake.
2. Police Week, May 15 - May 21, 2023
Mayor Rotering read the proclamation for National Police Week. She noted that the City is proud to recognize and honor the dedicated public safety professionals of the Highland Park Police Department. She noted that every day, the City of Highland Park Police Department demonstrates a commitment to excellence and our community's values, which are guided by the Ten Shared Principles of Public Safety.
3. Asian American, Native Hawaiian & Pacific Islander Heritage Month
Mayor Rotering read a proclamation for Asian American, Native Hawaiian and Pacific Islander Heritage Month. She noted that this month, we are proud to celebrate the achievements, cultures and contributions of Asian American, Native Hawaiian and Pacific Islanders.

Carl Lambrecht, Highland Park resident, discussed taxes and a book from the Highland Park Public Library.

ITEMS FOR OMNIBUS VOTE CONSIDERATION
Councilmember Stone moved to approve item 1 and items 2, 3, 4 as amended with the condition recommended by staff that the applicant update all of the relevant sheets in the plan sets and submit them to the City, which would address the change made to reduce the parking lot from 63 spaces to a maximum of 60 spaces to avoid damaging the trees on the property. Councilmember Holleman seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

Mayor Rotering requested the City Council Members to step down from the dias, as the Oaths of Office will be administered to the newly elected officials.
City Manager Neukirch administered the Oath of Office to Mayor Rotering.
Mayor Rotering administered the Oath of Office individually to Councilmember Blumberg, Councilmembers Elect Jeff Hoobler and Yumi Ross.
