City of North Chicago City Council met June 20.

Here are the minutes provided by the council:

The City Council of North Chicago met in a Regular Council meeting, Tuesday, June 20, 2023 at 6:01 p.m.in the City Council Chambers at 1850 Lewis Avenue with Alderman Bobby Allen presiding as Temporary Chairman in the absence of Mayor Leon Rockingham, Jr.

City Clerk Lori L. Collins called the Council Meeting to Order.

Upon roll call being taken, the following members were present:

Present: Jackson, Evans, Allen, Murphy, Smith, January

Absent: Coleman

Alderman Coleman could not participate remotely due to technical difficulties.

Alderman January moved, seconded by Alderman Jackson to appoint Alderman Allen as Temporary Chairman in the absence of the Mayor. 

ROLL CALL: 

Ayes: Jackson, Evans, Allen, Smith, Murphy, January

Nays: None

Abstain: None

Absent: Coleman

MOTION CARRIED 

V. PUBLIC HEARING 

5-1 PUBLIC HEARING TO DISCUSS THE FY2024 APPROPRIATIONS

Interim Comptroller Tawanda Joyner explained the FY2024 Appropriations is the legal spending allowed for the 2024 Budget. The total amount was $73,735,437 with a 5% additional appropriation to total $77,422,209. She noted the expectation to stay within the amount of the already approved budget.

There were no public comments and the Public Hearing was closed at 6:08 p.m.

Alderman Smith moved, seconded by Alderman January to close the Public Hearing.

Abstain: None

Absent: Coleman

Alderman Evans moved, seconded by Alderman Jackson to approve the Omnibus Vote Agenda as presented.

VII. PUBLIC COMMENTS 

Carmecia Hawthorn

Expressed the great experience of the Juneteenth and Father’s Day weekend and multiple celebrations. She commended Foss Park and the block party of Alderman Coleman’s father. There were no incidents and it was a joyful weekend.

VIII. REGULAR AGENDA 

8-1 CONSIDERATION/APPROVAL OF CITY BILLS

General Corporate Fund $ 410,442.92 

Motor Fuel Tax Fund $ 10,174.45 

CDBG Fund $ 449,714.57 

Grant Place Operating Fund $ 160,700.00 

Capital Projects Fund $ 77,175.35 

Water, Sewer & Refuse Fund $ 164,077.10 

Vision Fund $ 1,062.07 

TOTAL $ 1,273,346.46 

MOTION:

Alderman Murphy moved, seconded by Alderman Jackson to pay the City Bills of Council Run 06/20/23 in the amount of $1,273,346.46 when funds available.

Alderman January asked if there were sufficient funds also when the checks would be cut and sent. Interim Comptroller Tawanda Joyner explained there were sufficient funds; checks to be cut and sent the following day. Alderman January questioned balance of Water Fund; Ms. Joyner said as of Friday the amount was $6,663,200.11.

IX. MISCELLANEOUS 

VARIOUS CONCERNS AND COMMENTS

∙ Alderman Evans announced the 3rd Ward Meeting June 24, 2023 at Foss Park Golf Course; 10 a.m. – 1p.m., Shields and Waukegan Township representatives would be available for questions. August 12th there would be an Old School Extravaganza, at the Foss Park Youth Center, it would start at 2 p.m. and the cost was $35.

∙ Alderman Smith announced that he would be hosting an event for 100 children to go fishing; first come first serve free event with lunch provided, 12 p.m. – 4 p.m. He also announced the 5th Ward Citywide Block Party July 8 from 12 p.m. – 6 p.m.

X. ADJOURNMENT 

There being no further business to come before the Council; a motion was made by Alderman Evans, seconded by Alderman Smith that the meeting stand adjourned.
