Joint resolution approving the Fourth Amendment to Program Year (PY) 2023 Department of Housing & Urban Development (HUD) Annual Action Plan (AAP).

· HUD requires the submission of an AAP and associated amendments to govern expenditure of federal housing and community development funding for each program year.

· The fourth amendment to the PY 2023 AAP makes the following changes:

o Reallocation of $218,085 of HOME funds from the Community Partners for Affordable Housing (CPAH) Lake Plane Apartment project and to the CPAH Eve B. Lee Senior Apartment project.

o Allocation of $300,000 of HOME funds to Urban Muslim Minority Alliance (UMMA) to support the acquisition of four affordable rental units.

o Scope change to remove geographic restrictions on the Community Land Trust (CLT) program with Community Partners for Affordable Housing CPAH.

o Scope change to the Waukegan Housing Authority (WHA) and Bear Development Ravine Terrace project to include the 28 units of new construction at a separate location.

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $37,423 for the HIV Prevention grant.

· The $37,423 Illinois Department of Public Health grant will be used to fund contractual staff for Peer Outreach and offset existing staff salary and fringe benefits.

· The $37,423 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2024 budget.

· The grant award will be for the period July 1, 2023, through June 30, 2024.

· If grant funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

Joint resolution accepting the Schreiber Foundation grant and authorizing an emergency appropriation in the amount of $25,000 for the iGrow grant.

· The $25,000 Schreiber Foundation grant will be used to employ two contractual staff members.

· The $25,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2024 budget.

· The grant award will be for the period December 1, 2023, through November 30, 2024.

· If grant funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.
