Lake County Board of Review met May 17

Here are the minutes provided by the board:

1. Call to Order - Chair Herbst called the meeting into order at 10:02 A.M.

Board Attendees: Chair Herbst, Member Helm, and Member Paslawsky. CCAO Staff Attendees: Glueckert, and Crawford

2. Approval of Minutes

Regular Session: April 25, 2024

The Board of Review members reviewed the minutes from their Thursday, April 25, 2024, meeting. Member Paslawsky motioned to approve. Member Helm seconded the motion. The Board members approved the minutes as presented 3-0.

Executive Session: April 25, 2024 - Selection of Alternate Candidates

The Board of Review members reviewed the minutes from their Executive Session of Thursday, April 25, 2024, meeting. Chair Herbst requests a motion that the Executive Session minutes and corresponding verbatim recordings of April 25, 2024, remain confidential, subject to review again not more than six (6) months.

The verbatim recordings will not have met their 18-month calendar requirement until Friday, October 25, 2025.

On a motion by Member Paslawsky, seconded by Member Helm, the Executive Session minutes of April 24, 2024, are to remain confidential including the verbatim recording by a unanimous vote of 3-0. Minute keeper, Crawford will recall these Executive Session minutes no later than six (6) months; on or before October 25, 2024.

5.  New Business - Clerk Glueckert provided the following CCAO Updates to the members.

First, a note of gratitude for the time and talent Member Paslawsky served as a Board Member. His term officially commences on May 31, 2024.

Apinder (Vic) Singh has been appointed by the County Board to serve as our newest Board Member. His two-year term begins on June 01, 2024.

PTAB rules of procedure will be changing; currently they are in draft form, however still in process and not for public consumption. They’re at least a year out.

The rollover provision is the only imminently pending change; we believe as Standing Rule #3. This would essentially take the word “must” out of the provision relative to the rollover + factor and does not guarantee (require PTAB to follow) the rollover. This change is expected in the very near future. This commentary was provided by Marty Kinczel, Chief Appraiser, as a follow up to the Clerks comments expressed during our meeting relative to forthcoming PTAB legislative and or referendum changes.

Lake County’s overall PTAB appeals are extremely low, 2,218 total received thus far compared to the previous quadrennial assessment year 2019 in which we received 5,492 appeals.

The Lake County Board is opposing potential legislation regarding changes to Assessors Qualifications to hold office. This includes legislation to change the Supervisor of Assessments from an appointed position to an elected position. The CCAO Annual Report; a collaboration between this office and communications is in its final draft stages. The CCAO Annual Report will highlight the significant role the Supervisor of Assessments maintains as the consistent point of contact for the elected offices within the County. Treasurer, Recorder of Deeds specifically as these departments play an integral role in the assessment cycle.

Clerk Glueckert has reminded all eighteen townships that the Statutory deadline to submit their 2024 electronic assessment books is on or before July 15, 2024.

5.1 2024 Rules of the Lake County Board of Review- Draft Review Member Helm provided various technical and aesthetic suggestions which Clerk Crawford presented to the members under the Draft Review.

Specifically, additional language “subject to equalization” was added where appropriate. A language adjustment from Quad to Non-General Assessment year was also adjusted throughout where appropriate.

5.2 2024 Rules of the Lake County Board of Review-Public Comment Period Announced

Chair Herbst announced the 2024 Rules of the Lake County Board of Review would engage in a public comment period beginning Monday, May 20, 2024, ending Friday, May 31, 2024.

Public comments are welcomed and are to be submitted to boardofreview@lakecountyil.gov.

Clerk Crawford will “Draft” watermark the rules for placement on the Boards Website for Inspection and Public Comment on or before Monday, May 20, 2024.

5.3 2024 Board of Review Reason Codes - Draft Review Chair Herbst requested this agenda item to be re-called at the next scheduled meeting.

5.4 2024 Guidelines for the Commercial, Industrial, and Income Producing Property Forms & Commercial, Industrial Comparison Grid- Draft Review Chair Herbst requested this agenda item to be re-called at the next scheduled meeting.

6. Adjournment - Prior to adjourning the Members set Monday, June 03, 2024, (Statutory deadline to reconvene for the 2024 session) as their next meeting date.

Member Paslawsky motioned to adjourn, seconded by Member Helm. The motion carried unanimously 3-0. The meeting was adjourned at 12.06 P.M.
