Joint resolution approving an emergency appropriation of $5,593 for Fiscal Year (FY) 2024 accepting additional funding from the Illinois Department of Public Health Comprehensive Health Protection grant.

● The Health Department received $5,593 in additional grant funding for the period of July 1, 2024, through June 30, 2025, which was not previously appropriated because the grant resources were secured after the County’s adoption of the FY 2024 budget.

● The Illinois Department of Public Health grant funds contractual services and offsets existing staff salaries and fringe benefits.

● The funding is to conduct environmental tick surveillance, submit collected ticks for pathogen testing, and provide public awareness of tickborne disease.

Joint resolution approving an emergency appropriation of $15,613.36 for Fiscal Year (FY) 2024 accepting additional funding from the Illinois Department of Public Health for the HIV Prevention grant.

● The Health Department received $15,613.36 in additional grant funding for the period of July 1, 2024, through June 30, 2025, which was not previously appropriated because the grant resources were secured after the County’s adoption of the FY 2024 budget.

● The purpose of this funding is to provide HIV services and education to Illinois residents at the highest risk of transmitting or acquiring HIV disease.

Discussion of a recently awarded grant to the Regional Office of Education from the United States Department of Education in the amount of $9,999,845.

● The Regional Office of Education (ROE) advocates for education by providing effective leadership, performing regulatory functions in partnership with the Illinois State Board of Education, and disseminating information to educators, school districts and the community, and coordinates and delivers these services with both State and County Funding.

● The ROE was awarded a $9,999,845 grant for Interconnected System Framework: School Heath and Interventions for Nurturing Excellence from the United States Department of Education in Education Innovation and Research that will be spread across five years.

Joint resolution approving an emergency appropriation of $51,722 for fiscal year 2024 accepting additional funding from the AIDS Foundation of Chicago Ryan White Part B grant.

● The Health Department received $51,722 in additional grant funding for the period of April 1, 2024, through March 31, 2025, which was not previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year 2024 budget.

Joint resolution approving an emergency appropriation of $15,000 for Fiscal Year (FY) 2024 accepting a new grant from the Illinois Department of Public Health for the Comprehensive Health Protection grant for opioid overdose prevention.

● The Health Department received $15,000 in a new grant funding for the period of July 1, 2024, through June 30, 2025, which was not previously appropriated because the grant resources were secured after the County’s adoption of the FY 2024 budget.

● The purpose of this funding is to distribute naloxone to reverse opioid overdoses, distribute fentanyl and xylazine test strips, and provide training on overdose prevention and naloxone use.

Joint resolution approving an emergency appropriation of $142,393.50 for Fiscal Year (FY) 2024 accepting additional funding from the Illinois Department of Public Health Comprehensive Health Protection grant.

● The Health Department received $142,393.50 in additional grant funding for the period of July 1, 2024, through June 30, 2025, which was not previously appropriated because the grant resources were secured after the County’s adoption of the FY 2024 budget.

● The Illinois Department of Public Health grant funds contractual services and offsets existing staff salaries and fringe benefits.

● This funding is to conduct inspections and investigations under the authority of the Tattoo and Body Piercing Establishment Registration Act and the Body Art Code, to implement programs to control infectious diseases, protect food, ensure safe water, and prevent health hazards from improper sewage disposal, to enhance client HIV risk screening, connect clients with prescribers, and provide access to medication assistance and adherence support, and to purchase mosquito control insecticides or contract for larvicide application to prevent West Nile virus, conduct bird and mosquito surveillance, and issue public notifications upon positive cases.

● If grant funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

Joint resolution approving an emergency appropriation of $25,050 for Fiscal Year (FY) 2024 accepting a new grant from the Public Health Institute of Metropolitan Chicago Routine HIV Screening Development grant.

● The Health Department received $25,050 in new grant funding for the period of July 1, 2024, through June 30, 2025, which was not previously appropriated because the grant resources were secured after the County’s adoption of the FY 2024 budget.

● The purpose of this funding is to build capacity by developing infrastructure, training staff, and integrating HIV screenings into daily workflows.

● If grant funding for services end, and new funding is not secured, services will be eliminated.
