Approval of carry over requests for Stormwater Management Commission (SMC) Budget for Fiscal Year (FY) 2025

• Unused appropriations lapse at the end of each fiscal year and it is necessary to carry over unspent budget authority from FY2024 to FY2025, as defined in the County Budget Policies.

• SMC March 2025 carry over requests includes contracts for projects that were not completed in FY2024.

• The carry over items must be authorized through an emergency appropriation to transfer the budget authority that was previously granted in FY2024 to FY2025.

Presentation by staff on Manitou Creek-Fish Lake Drain Watershed-Based Plan and approval to open 60-day public comment period.

• Staff have conducted stakeholder meetings and developed a draft Watershed-Based Plan for the Manitou Creek and Fish Lake Drain watersheds in Lake County.

• Public information meetings are scheduled for April 9th (Round Lake Area Library) and April 10th (virtual). A public hearing will also be held at the County Building in Waukegan.

• After 60 days, staff will consider all comments received, finalize the plan, and present it to Lake County Stormwater Management Commission (SMC) for approval.

• Following approval by SMC, the Watershed-Based Plan will be presented to the Lake County Board for approval and watershed municipalities will also be asked to adopt or support the plan.

Approval of an Intergovernmental Agreement between the SMC and the Village of Lake Bluff for the West Scranton Avenue Viaduct Project Phase 1 with a Project Expense Match (PEM) value of $311,726.00, subject to final legal review.

• Funding for the intergovernmental agreement is included in Grant Agreement No. 24-413046 between Lake County and the Illinois Department of Commerce and Economic Opportunity (DCEO) that was executed December 15, 2024.

• This project was authorized by SMC for inclusion in DCEO-STOCIP Regional Stormwater Infrastructure Project Round 2 on September 5, 2024.

• The intergovernmental agreement will provide funding, on a reimbursement basis, to the Village of Lake Bluff in an amount not-to-exceed $2,750,000.00 for the West Scranton Avenue Viaduct Project Phase 1.

• The Village of Lake Bluff will pay a Project Expense Match to SMC of $311,726.00 for administrative and engineering expenses related to the projects.

• The intergovernmental agreement will provide funding, on a reimbursement basis, to the Village of Lincolnshire in an amount not-to-exceed $2,750,000.00 for the Windsor Drive Drainage Improvement Project.

• The Village of Lincolnshire will pay a Project Expense Match to SMC of $298,361.00 for administrative and engineering expenses related to the projects.

Approval of an Intergovernmental Agreement between the SMC and the Village of Lindenhurst for the Rose Tree Drainage Outfall Remediation Project with a Project Expense Match (PEM) value of $88,560.00, subject to final legal review.

• Funding for the intergovernmental agreement is included in Grant Agreement No. 24-413046 between Lake County and the Illinois Department of Commerce and Economic Opportunity (DCEO) that was executed December 15, 2024.

• This project was authorized by SMC for inclusion in DCEO-STOCIP Regional Stormwater Infrastructure Project Round 2 on September 5, 2024.

• The intergovernmental agreement will provide funding, on a reimbursement basis, to the Village of Lindenhurst in an amount not-to-exceed $695,000.00 for the Rose Tree Drainage Outfall Remediation Project.

• The Village of Lindenhurst will pay a Project Expense Match to SMC of $88,560.00 for administrative and engineering expenses related to the projects.

Approval of an Intergovernmental Agreement between the SMC and the Skokie Consolidated Drainage District for the Skokie River Channel Improvements Project Phase 3 with a Project Expense Match (PEM) value of $287,070.00, subject to final legal review.

• Funding for the intergovernmental agreement is included in Grant Agreement No. 24-413046 between Lake County and the Illinois Department of Commerce and Economic Opportunity (DCEO) that was executed December 15, 2024.

• This project was authorized by SMC for inclusion in DCEO-STOCIP Regional Stormwater Infrastructure Project Round 2 on September 5, 2024.

• The intergovernmental agreement will provide funding, on a reimbursement basis, to the Village of Lindenhurst in an amount not-to-exceed $2,000,000.00 for the Skokie River Channel Improvements Project Phase 3.

• The Skokie Consolidated Drainage District will pay a Project Expense Match to SMC of $287,070.00 for administrative and engineering expenses related to the projects.

Approval of an Intergovernmental Agreement between the SMC and the City of Zion for 20th Street Stormwater Improvement Project Phase 1 with a Project Expense Match (PEM) value of $116,201.00, subject to final legal review.

• Funding for the intergovernmental agreement is included in Grant Agreement No. 24-413046 between Lake County and the Illinois Department of Commerce and Economic Opportunity (DCEO) that was executed December 15, 2024.

• This project was authorized by SMC for inclusion in DCEO-STOCIP Regional Stormwater Infrastructure Project Round 2 on September 5, 2024.

• The intergovernmental agreement will provide funding, on a reimbursement basis, to the City of Zion in an amount not-to-exceed $2,750,000.00 for the 20th Street Stormwater Improvement Project Phase 1.

• The City of Zion will pay a Project Expense Match to SMC of $116,201.00 for administrative and engineering expenses related to the projects.
