In Highland Park, leash laws mandate that dogs be kept on a leash on public property, including parks. The law aims to protect both the public and pets. A leash is often referred to as "Your Pet’s Lifeline," safeguarding pets from harm and preventing them from potentially harming others. While some dogs can be trained to follow commands near roads or corners, there is always a risk of impulsive behavior. Therefore, the safest and legal way to walk your dog is on a leash.

Dog park membership offers numerous benefits for dogs. One significant advantage is the opportunity for physical and mental exercise in an open off- leash space. Dogs can run freely, chase balls, and socialize with humans and other dogs, which helps maintain healthy social skills. Like people, dogs are social creatures who enjoy being around their kind. Socializing helps prevent fear or aggression problems, especially in young dogs eager to learn.

The Park District of Highland Park has three dog parks available to registered members:

Debbie Gottlieb Beitler Dog Park at Larry Fink Memorial Park – open year-round (701 Deer Creek Parkway)

This park offers a relaxed atmosphere with two off-leash exercise areas based on dog size.

Highland Park Golf Learning Center – open mid-December through mid-March (2205 Skokie Valley Highway)

A large outdoor venue where dogs can expend energy during winter months.

Moraine Dog Beach – open mid-April through mid-November (2501 Sheridan Road)

Scheduled to reopen this year with a new boardwalk and path leading down to the beach, allowing dogs to run in the sand and dip in the lake during hot days.
