City of Highland Park Committee of the Whole met May 27

CALL TO ORDER

At 5:31 PM, Mayor Rotering called the meeting to order and asked for a roll call:

PRESENT: Mayor Rotering, Councilmembers Center, Bruckman, Ross, Tapia, Stone, Blumberg

ABSENT: Councilmember Lidawer

STAFF PRESENT: City Manager Neukirch, Director of Public Works Bannon, Community

Development Director Fontane, Assistant City Manager Jason, Police Chief Jogmen, Finance Director McCaulou, Fire Chief Schrage, Assistant City Manager Taub, Communications Manager Bennett, Assistant to the City Manager Palbitska

ALSO PRESENT: Assistant Corporation Counsel Martinez

APPROVAL OF MINUTES

1. Approval of the Minutes of the Special Meeting of the Committee of the Whole Held on May 16, 2025

Councilmember Blumberg moved to approve the Minutes of the Special Meeting of the Committee of the Whole Held on May 16, 2025, as amended. Councilmember Tapia seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

RESULT: ADOPTED AS AMENDED [UNANIMOUS]

MOVER: Anthony Blumberg, Councilmember

SECONDER: Andrés Tapia, Councilmember

AYES: Mayor Rotering, Councilmembers Center, Bruckman, Ross, Tapia, Stone, Blumberg

ABSENT: Councilmember Lidawer

SCHEDULED BUSINESS

1. Prompt Actions Saved a Life on March 11, 2025

Mayor Rotering proclaimed Prompt Actions Saves Lives. She thanked those individuals that responded to the incident.

Mr. Swanenberg thanked the City and those that responded with swift action.

Police Chief Jogmen presented the formal commendations.

Highland Park Hospital President, Nikki Fernandez, thanked those that responded, including Dr. Feinzimer.

Mayor Rotering thanked those that came to celebrate in the recognition.

RECESS

Councilmember Blumberg moved to recess the Committee of the Whole Meeting. Councilmember Tapia seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

At 5:57 PM, Mayor Rotering recessed the Committee of the Whole meeting.

At 6:03 PM, the Committee of the Whole reconvened the Committee of the Whole meeting.

Councilmember Blumberg moved to approve the Minutes of the Regular Meeting of the Committee of the Whole Held on April 28, 2025 and the Minutes of the Closed Session of the Regular Meeting of the Committee of the Whole Held on April 28, 2025. Councilmember Tapia seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

RESULT: ADOPTED [UNANIMOUS]

AYES: Mayor Rotering, Councilmembers Center, Bruckman, Ross, Tapia, Stone, Blumberg

4. Proposed Lead Service Line Replacement Project Policy Revision

Public Works Director Bannon presented a recommendation to update the Lead Service Line Replacement Project Policy in order to accommodate residents who need or desire to replace their lead service lines to they can take advantage of the program that was approved in 2024.

The Committee and staff discussed the project area, plans for those outside of the current project area, budget planning and cost sharing funds, opt out procedure and the notification procedure for those homeowners part of the current project area.

The Committee was in consensus to amend the current policy.

ADJOURNMENT

Councilmember Tapia moved to adjourn. Councilmember Blumberg seconded the motion.

Upon a voice vote, the Mayor declared the motion passed unanimously.

The Committee of the Whole adjourned its meeting at 6:14 PM.
