Passed bill authored by State Sen. Adriane Johnson seeks to improve coordination among emergency medical services and health care facilities during public health emergencies by mandating a public health and emergency medical plan, according to the Illinois General Assembly.

In the House, 71 Democrats and one Republican voted in favor of the bill, while 37 Republicans opposed it.

Meanwhile, in the Senate, 37 Democrats and eight Republicans voted in favor of the bill, while 11 Republicans voted against it.

Johnson introduced the bill in the Illinois Senate on Feb. 4, 2025 during the 104th session.

The legislation, known as SB1594, was passed on May 23, 2025 during the general assembly session 104.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Emergency Medical Services Systems Act. Replaces references to the Emergency Medical Disaster Plan with references to the Public Health and Emergency Medical Plan."

In essence, this bill amends the Emergency Medical Services Systems Act to mandate the development and implementation of a Public Health and Emergency Medical Plan by the Department. The plan is designed to assist emergency medical services personnel and health care facilities in collaborating effectively, particularly in situations where local medical resources are overwhelmed, such as during public health emergencies as defined by the Illinois Emergency Management Agency Act. The Department is authorized to designate lead hospitals in each Emergency Medical Services region and promote the formation of volunteer medical response teams to provide additional support during capacity-straining incidents. The Department is also required to collaborate with entities specified in the relevant sections of the Department of Public Health Powers and Duties Law.

The bill was sponsored by Rep. Nicolle Grasse (Democrat-53rd District) and Rep. Stephanie A. Kifowit (Democrat-84th District).

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. Johnson, a Democrat, was elected to the Illinois State Senate in 2020 to represent the state's 30th Senate District, replacing previous state senator Terry Link.

Lawmakers listed as "Not Voting" were present for the vote but did not cast a vote. Those marked as having an "Excused Absence" were not present and formally provided a reason for their absence, which was accepted.
