The Regular Meeting of the Board of Trustees of the Village of Volo was called to order at 7:00 p.m. in the Board Room of the Volo Village Hall, Trustee Michael Wagner presiding.
Roll Call: Trustees Wagner, Johnson, Heuser, Buttita – present; Trustees Porter, Northam – absent. Mayor Henley – absent. Village Clerk Rydberg – present.
Also present were various staff members.
Presentation: Wauconda Queens
Junior Miss Wauconda, Ashley Cheshier, introduced herself to the Village Board.
Public Comment – Agenda Items: None.
Approval of Minutes: Regular Meeting of August 15, 2017:
Trustee Buttita made a motion, seconded by Trustee Heuser, to approve the Minutes of the Regular Meeting of August 15, 2017. On voice vote – all “aye”. Motion Carried.
Approval: Accounts Payable – September 5, 2017:
Trustee Heuser made a motion, seconded by Trustee Johnson, to authorize payment of the bills as listed in the Treasurer’s Report for September 5, 2017. Roll Call: Trustees Wagner, Johnson, Heuser, Buttita – all “aye”. Motion Carried.
Proclamation: Rail Safety Week:
Trustee Buttita made a motion, seconded by Trustee Johnson, to proclaim September 24 – 30, 2017 as Rail Safety Week in the Village of Volo. On voice vote – all “aye”. Motion Carried.
Authorization to Execute: Intergovernmental Cooperation Contract (IMLRMA):
Trustee Heuser made a motion, seconded by Trustee Johnson, to approve an updated Intergovernmental Cooperation Contract (ICC) with the Illinois Municipal Risk Management Association (IMLRMA). Roll Call: Trustees Johnson, Heuser, Buttita, Wagner – all “aye”. Motion Carried.
Authorization to Execute: Engagement Letter – D.A. Davidson & Co. (SSA #17):
Trustee Johnson made a motion, seconded by Trustee Buttita, to engage D.A. Davidson as the underwriter for the bonds for Special Service Area #17. Roll Call: Trustees Heuser, Buttita, Wagner, Johnson – all “aye”. Motion Carried.
Referral to Planning & Zoning Commission: Zoning Ordinance Text Amendment Establishing Regulations For Alternative Energy Systems:
Trustee Johnson made a motion, seconded by Trustee Heuser, to refer a text amendment establishing regulations for alternative energy systems to the Planning & Zoning Commission. Roll Call: Trustees Buttita, Wagner, Johnson, Heuser – all “aye”. Motion Carried.
Public Comment: Jack Pease, owner of Super Aggregates (33450 N US Highway 12), provided history and background on his property. Two residents of Symphony Meadows commented on the recent car burglaries in the subdivision.
Trustee Reports: Trustee Wagner noted that he would be attending ICSC’s Chicagoland Deal Making conference. He also announced that Volo, House of Cars, a reality show about the Volo Auto Museum, will debut on History at 6:00 A.M. on Sunday, September 10th.
