Roll Call:

Mayor Brandt called the meeting to order at 7:00 p.m., and Village Clerk Mastandrea called the Roll.

Pledge Of Allegiance

2.1 Approval of the November 27, 2017 Regular Village Board Meeting Minutes

Trustee Grujanac moved and Trustee Hancock seconded the motion to approve the minutes of the Regular Village Board Meeting of November 13, 2017 as presented. The roll call vote was as follows: Ayes: Trustees Grujanac, Hancock, Leider And Mayor Brandt. Nays: None. Absent: Trustees Mcdonough And Servi. Abstain: Trustee Feldman. Mayor Brandt Declared The Motion Carried.

3.1 Mayor’s Report

3.11 Swearing in of Police Officer Jason Zange as Village of Lincolnshire

Police Sergeant

Mayor Brandt administered the Oath of Office to new Police Sergeant Jason Zange, and Sergeant Zange’s wife, Sharon, presented him with his Sergeant badge.

Chief of Police Leonas provided information relative to Sergeant Zange’s background, accomplishments and service to the Lincolnshire Police Department

3.12 Holiday Tree Lighting

Mayor Brandt thanked staff and all involved with the Holiday Tree Lighting. Mayor Brandt updated the Board regarding Santa and stated he will be out delivering gifts on the 24th of December.

3.2 Village Clerk’s Report - None

3.3 Village Treasurer’s Report

3.31 Revenues and Expenditures for the Month of November, 2017

Finance Director/Village Treasurer Peterson noted the Revenue and Expenditure Summary is included in the Board packet; and all revenues and expenditures have been properly recorded for the month of November 2017.

3.4 Village Manager’s Report

3.41 Retirement Reception for Wendy Moderhack

Village Manager Burke noted a retirement reception for Administrative Assistant Wendy Moderhack planned for Friday, December 15, 2017 at 1:00 p.m. and invited the Board to come wish her well.

4.0 Payment Of Bills

4.1 Bills Presented for Payment on December 11, 2017 in the amount of $643,190.15

Finance Director/Village Treasurer Peterson provided a summary of the December 11, 2017 bills prelist presented for payment with the total being $643,190.15. The total amount is based on $405,200 for General Fund; $19,400 for Water & Sewer Fund; $93,300 for Water & Sewer Improvement Fund; $9,400 for Vehicle Maintenance Fund; $25,500 for E911 Fund; $37.50 for Sedgebrook SSA; and $90,400 for General Capital Fund.

Village Manager Burke stated since this is the last meeting for 2017 and there is no typical second meeting of the month, a bills list for the second half of the month will be sent out to the Board for review. If staff does not receive feedback from the Board by a certain date after the bill list is sent out, staff will process payments.

Trustee Grujanac moved and Trustee Leider seconded the motion to approve the bills prelist dated December 11, 2017 as presented. The roll call vote was as follows: Ayes: Trustees Grujanac, Feldman, Leider, Hancock, And Mayor Brandt. Nays: None. Absent: Trustees Mcdonough And Servi. Abstain: None. Mayor Brandt declared the motion carried.

7.1 Approval of an Ordinance Granting a Special Use Permit for an Assembly Use (Ascension of Our Lord Greek Orthodox Church for Daniel Wright School Property, 1370 Riverwoods Rd.)

7.3 Approval of a Third Amendment to Economic Incentive Agreement with Interior Investments, LLC (Interior Investments and Village of Lincolnshire)

Trustee Feldman moved and Trustee Leider seconded the motion to approve the Consent Agenda. The roll call vote was as follows: Ayes: Trustees Grujanac, Feldman, Leider, Hancock, And Mayor Brandt. Nays: None. Absent: Trustees Mcdonough And Servi. Abstain: None. The Mayor declared the motion carried.

8.21 Discussion and Approval of Lincolnshire Workers Compensation and General Liability Insurance Program (Village of Lincolnshire)

Finance Director/Village Treasurer Peterson provided an update regarding Lincolnshire Workers Compensation and General Liability Insurance Program and staff recommendation to renew the current carriers. Finance Director/Village Treasurer Peterson noted the High Excess Liability Pool (HELP) is not looking promising and he would report back once more information was obtained on Friday, December 15, 2017.

Trustee Hancock moved and Trustee Leider seconded the motion to approve Lincolnshire Workers Compensation and General Liability Insurance Program. The roll call vote was as follows: Ayes: Trustees Grujanac, Feldman, Leider, And Hancock. Nays: None. Absent: Trustees Mcdonough And Servi. Abstain: None. The Mayor declared the motion carried.

Trustee Grujanac moved and Trustee Feldman seconded the motion to adjourn. The voice vote was unanimous and Mayor Brandt declared the meeting adjourned at 7:17 p.m.
