Village of Wauconda Development Committee met March 8.

Here is the agenda provided by the Committee:

CALL TO ORDER: Chair Linda Starkey called the Development Committee Meeting to order at 3:30 pm., Trustee Adam Schlick, Trustee Richard Morino were present along with Trustee Tim Howe, Committee Member Maria Weisbruch and Pattie Taylor, Mayor Lincoln Knight, Administrator Kevin Timony, E.D. Coordinator Deb Ogorzaly and Director Chris Miller.

Others present: Illinois Senator Melinda Bush, Nick Meyer, Ed Gallagher and Senator Pamela Althoff via phone.

MEETING WITH SENATOR MELINDA BUSH AND SENATOR PAMELA ALTHOFF: Chair Starkey welcomed Senators Bush and Althoff and requested Director Miller to provide an over view of concerns related to transportation to be discussed at the meeting. Director Miller identified: 1) Case Road and Route 12 intersection, 2) Larkdale ROW and Route 176 Crosswalk, 3) Route 12 southbound ramp as a means of ingress to former Dominick’s property. Visual aid handouts were provided and discussion occurred regarding these three transportation items. Trustee Starkey expressed concern for the short left turn lane at Case Road. Mayor Knight expressed concern for the need for a crosswalk to serve seniors crossing Route 176 at Larkdale ROW. Director Miller stated the Village has a development plan on the former Dominick’s site which would benefit by there being access from the ramp into the site in order to market and build a building addition. He added that the access would be similar to the access into the Jewel/McDonalds shopping center. During discussion the Senators asked what communication has occurred between the Village and IDOT. Director Miller indicated that the Village met with IDOT officials in 2017 to discuss the ability to install a traffic signal in place of the cloverleaf at Route 12 & Route 59. He indicated the Village had prepared a Warrant Study which was presented to IDOT officials. He stated that IDOT indicated they want to see an actual project and wouldn’t commit to a signal using assumptions or future planning objectives only. Director Miller stated the Village previously provided IDOT and LCDOT with the Village 2012 Comprehensive Land Use Plan which includes a “Transportation Plan/Map”. The Senators suggested a meeting be arranged between the Village, IDOT, and LCDOT to further address Village transportation concerns. They indicated such a meeting may be arranged within 30-days and requested the Village be prepared to present their justification for needs indicating both IDOT and LCDOT work closely on capital development plans for road improvements. The Senators also suggested the Village form an alliance with other communities along Route 12 to establish future improvements to the corridor. Chair Starkey asked the Senators to share legislative activities they are working on. The Senators indicated they have been working on pension reform, and that there is a study beginning soon to review various options for reforming the pension system. They stated there are discussions occurring to change the requirements to become a home rule community. The Senators stated a transportation collation has been formed to review funding for highway maintenance. The Senators indicated they are working on a number of items including: opioid crisis, mental health, gun safety, sexual harassment, transfer local share of distribution funds, property tax freeze, and school funding.

ADJOURNMENT: The meeting was adjourned at 4:18 p.m. by Chair Starkey.
