Village of Winthrop Harbor President and Board of Trustees met April 3.

Here is the minutes provided by the Board:

The meeting was called to order by Mayor Bruno at 7:00 pm.

The following Elected Officials were present:

Mayor: Dr. Michael Bruno

Trustees: Buddy Hargett, John Levin, Robert Marabella, Dana McCarthy, Richard Robards, Hartmut “Fritz” Weiss

Also present:

Robert Long, Attorney

Julie Rittenhouse, Village Clerk

The Invocation was led by Pastor Major Dalton from First Baptist Church, followed by the Pledge of Allegiance.

Approval Of Minutes:

1 - A motion was made by Trustee Weiss and seconded by Trustee Robards to approve the March 15, 2018 Committee of the Whole Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Ayes: (5) Hargett, Levin, McCarthy, Robards, Weiss

Nays: (0)

Absent: (0)

Passed: (1) Marabella

2 - A motion was made by Trustee Weiss and seconded by Trustee Robards to approve the March 20, 2018 Regular Board Meeting Minutes as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Mayor’s Report:

The Salvation Army – Request to allow Annual Donut Days Campaign: Friday and Saturday, June 1st and 2nd, 2018 and Red Kettle Campaign: Monday-Saturday, November 1st – December 24th, 2018

3 - A motion was made by Trustee Marabella and seconded by Trustee Robards to allow the Annual Donut Days and Red Kettle Campaigns. Mayor Bruno declared the motion carried on the following roll call vote.

New Business:

4 - A motion was made by Trustee Weiss and seconded by Trustee Marabella to approve Accounts Payable Warrant W2017-20 in the amount of $95,374.03. Mayor Bruno declared the motion carried on the following roll call vote.

5 - A motion was made by Trustee Weiss and seconded by Trustee Marabella to approve the February 2018 Treasurer’s Report. Mayor Bruno declared the motion carried on the following roll call vote.

Trustee Weiss said that the department heads have been doing a good job at keeping the costs down.

Resolution 2018-R-14 – A Resolution for MFT Funds in the Amount of $7,300.00 for the purpose of Maintaining Streets Under Applicable Provisions of the Illinois Highway Code

6 - A motion was made by Trustee Marabella and seconded by Trustee Robards to approve Resolution 2018-R-14 as presented. Mayor Bruno declared the motion carried on the following roll call vote.

Resolution 2018-R-15 – A Resolution Establishing Certain Criteria for Harbor-Que 2018

7 - A motion was made by Trustee Levin and seconded by Trustee McCarthy to approve Resolution 2018-R-15 as presented.

Kim Braden and the rest of the Harbor-Que sponsors requested to have the Recreation Board removed from the Resolution and asked to be able to just go through the Special Events Committee with any and all requests, to save time. They would still communicate with Scott Fuller, Recreation Director, and he will be able to communicate their issues to the Recreation Board. They also asked for a walk through prior to the event be added to the Resolution. Attorney Long suggested also adding a post event walk through. All were in agreement for both walk throughs to be added.

A motion was made by Trustee Levin and seconded by Trustee Robards to amend Resolution 2018-R-15 with the changes, removing Recreation Board and adding walk through prior to and after the event. Mayor Bruno declared the motion carried on the following roll call vote.

Public Hearings:

Unfinished Business:

Trustee Marabella – Public Works Department

• Funds for Tree Removal – Trustee Marabella asked Tim Neargarder to explain. He is requesting the Boards permission to go over the Forestry line-item (not to exceed $2,500.00) and hire a contractor to remove a tree that had fallen on 2 properties and is a danger. This is beyond what his department can do

• Basketball is over and everything went well. Baseball/Softball is starting so please be aware

Trustee Levin – Recreation Department

• Friday, April 6th is the Teen Dance for 5th-8th grade at 7pm

• The Easter Egg Hunt that was cancelled due to rain, will be Saturday, April 14th at 9am

• The footings for the all of the dugouts is finished

Trustee Weiss – Finance

• There’s a Committee of the Whole Meeting this Thursday, April 5, 2018 at 6:00

Trustee McCarthy – Police Department

• Although social media isn’t a fair representation of what’s going on, I was happy to see that a lot of people that complained about the Groot Contract were very happy with the changes and how we got the information out to them. Thanks to Groot and Tim.

• Winthrop Harbor Schools have their Techno Trop, 5K walk/run, on April 21, 2018. They’re still taking sign-ups. You can go on-line to sign-up. If you sign-up by the 9th you can still get a race T-shirt

Trustee Hargett – Community Development

• The Hotel Feasibility Study was set to kick off but the consultant had a death in the family and it’s been postponed. Pat DiPersio was trying to contact them to set up a date

• Permits have been pulled for the pool at the Marina. They hope to have it finished mid- summer (mid-late June). Not firm dates due to weather. Costs have not been determined yet

• Permit has been pull for a new house construction

• Harbor Plaza – Harbor Fitness is getting ready to open. Family Entertainment Center will be opening soon.

• Harbor Brewing has postponed their Open House due to their State License

14 - A motion was made by Trustee Robards and seconded by Trustee Weiss to adjourn the meeting. Mayor Bruno declared the meeting adjourned at 7:29pm on the following roll call vote:
