City of Highwood Committee of the Whole met February 19.

CALL TO ORDER by Mayor Pecaro at: 6:03 P.M.

Present: Mayor Pecaro, Aldermen: Hospodarsky, Fiore, Peterson, Alderman Falberg arrived at 6:06 P.M., Alderman Slavin arrived at 6:59 P.M.

Noted there are Pieri cost for legal services included on the warrant list. City Manager Coren reported we did receive a salt delivery this morning.

7. New Business
7.1 A Presentation by Edward Tombari on the 2018 Residential Rental Report.
Residential Zoning Official Tombari presented an in-depth report of the 2018 Residential Rental Program. Discussion ensued. The measurement of units versus properties was discussed. It was decided our public relations firm should be contacted to share with the public the improvements of the housing in Highwood and to include the Crane’s Business article “Everything Points to Highwood”. In the future, the Council requests receiving a list of the addresses along with their individual ratings.
7.2 Consideration of a Motion Waiving Competitive Bidding and Authorizing the City Manager to Accept a Proposal from DeMarr Sealcoating, Inc to Provide Crack Sealing Services on Various Roadways in an Amount not to Exceed $15,000.
Christopher Burke Engineering recently completed a pavement study to identify roads that need to be repaired and a maintenance schedule for the roadways.
Expected roads for crack sealing are: Washington, Burchell, Llewellyn, Funston and a portion of Highwood Avenue.
7.3 Consideration of an Ordinance Authorizing the Disposal of Surplus Property Owned by the City of Highwood.
Due to changes in the public works department, all of the vehicles are not necessary as well as being older models. There is a 1997 F-350 one ton dump truck for surplus and the cost to repair is more than the value of the truck.
7.4 A Discussion on Planning Roadway Improvements for the 2020 Construction Year.
The roads that are being considered, but not limited to are Green Bay Road north of Washington, Everts Place, Oak Terrace, and Jeffreys. Suggested to make a list of the roads in a prioritizing order.
7.5 A Discussion on the NSSRA Long Range Plan.
Alderman Hospodarsky presented the NSSRA long range plan, and will keep the Council updated.

10. Adjournment Moved by Alderman Fiore, seconded by Alderman Falberg to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:53 P.M.
