Village of Volo Board of Trustees met June 4.

Here is the minutes provided by the board:

The Regular Meeting of the Board of Trustees of the Village of Volo was called to order at 7:00 P.M. in the Board Room of the Volo Village Hall, Mayor Stephen Henley presiding.

Roll Call: Trustees Porter, Heuser, Buttita, Northam – present; Trustees Wagner, Johnson - absent. Village Clerk Rydberg - present.

Also present were various staff members.

PUBLIC COMMENT – AGENDA ITEMS: None.

APPROVAL OF MINUTES: REGULAR MEETING OF MAY 7, 2019

Trustee Porter made a motion, seconded by Trustee Buttita, to approve the Minutes of the Regular Meeting of May 7, 2019. On voice vote – all “aye”. MOTION CARRIED.

APPROVAL: ACCOUNTS PAYABLE – MAY 21, 2019 & JUNE 4, 2019

Trustee Porter made a motion, seconded by Trustee Northam, to authorize payment of the bills as listed in the Treasurer’s Reports for May 21, 2019 and June 4, 2019. Roll Call: Trustees Porter, Heuser, Buttita, Northam – all “aye”. MOTION CARRIED.

ORDINANCE NO. O-19-07: FURTHER AMENDING THE VILLAGE OF VOLO SUBDIVISION ORDINANCE REGARDING PROCEDURES FOR APPROVAL OF METES AND BOUNDS SUBDIVISIONS

Trustee Porter made a motion, seconded by Trustee Heuser, to approve Ordinance No. O-19-07, amending the Subdivision Ordinance regarding standards and procedures for review and approval of metes and bounds subdivisions and consolidation of zoning lots. Roll Call: Trustees Heuser, Buttita, Northam, Porter – all “aye”. MOTION CARRIED.

RESOLUTION NO. R-19-250: APPROVING A DEVELOPMENT AGREEMENT AND AUTHORIZING A METES AND BOUNDS SUBDIVISION FOR 27601 W SULLIVAN LAKE ROAD

Trustee Porter made a motion, seconded by Trustee Northam, to approve Resolution No. R-19- 250, approving a Development Agreement and authorizing approval of a metes and bounds subdivision for 27601 W Sullivan Lake Road. Roll Call: Trustees Buttita, Northam, Porter, Heuser – all “aye”. MOTION CARRIED.

ORDINANCE NO. O-19-08: AMENDING THE VILLAGE OF VOLO ZONING ORDINANCE REGARDING MULCHING AND RELATED RETAIL ACTIVITIES

On the recommendation of the Planning & Zoning Commission, Trustee Northam made a motion, seconded by Trustee Heuser, to approve Ordinance No. O-19-08, amending the Zoning Ordinance to allow mulch processing and related retail sales as a special use in the RC – Rural Countryside Single-Family Detached Residence District subject to certain conditions. Roll Call: Trustees Northam, Porter, Heuser, Buttita – all “aye”. MOTION CARRIED.

ORDINANCE NO. O-19-09: GRANTING A SPECIAL USE PERMIT AND ASSOCIATED RELIEF FOR MULCH PRODUCTION AND RELATED RETAIL SALES ON A PORTION OF THE PROPERTY LOCATED AT 27601 W SULLIVAN LAKE ROAD

On the recommendation of the Planning & Zoning Commission Trustee Porter made a motion, seconded by Trustee Northam, to approve Ordinance No. O-19-09, granting a special use permit to allow mulch processing and related retail sales on a portion of the property at 27601 W Sullivan Lake Road. Roll Call: Trustees Porter, Heuser, Buttita, Northam – all “aye”. MOTION CARRIED.

ORDINANCE NO. O-19-10: GRANTING VARIATIONS (26677 W COMMERCE DRIVE)

On the recommendation of the Planning & Zoning Commission Trustee Porter made a motion, seconded by Trustee Buttita, to approve Ordinance No. O-19-10, granting variations for side yard setbacks and accessory building heights at 26677 W Commerce Dr. Roll Call: Trustees Heuser, Buttita, Northam, Porter – all “aye”. MOTION CARRIED.

WAIVER OF BIDS: SALT DOME & MATERIAL STORAGE BINS

Trustee Porter made a motion, seconded by Trustee Buttita, to waive the formal bid process and award a contract for the construction of a salt dome and material storage bins to Bulk Storage Inc. Roll Call: Trustees Buttita, Northam, Porter, Heuser – all “aye”. MOTION CARRIED.

AUTHORIZATION TO EXECUTE: WATER MAIN EASEMENTS (CLCJAWA)

Trustee Porter made a motion, seconded by Trustee Northam, to grant two (2) non-exclusive permanent water main easements to Central Lake County Joint Action Water Agency. Roll Call: Trustees Northam, Porter, Heuser, Buttita – all “aye”. MOTION CARRIED.

PUBLIC COMMENT: Two residents of Terra Springs commented on the impact of a recent water main break in the subdivision.

TRUSTEE REPORTS: Trustee Heuser noted that Board Game Night is Friday, June 14th from 7:00 p.m. – 9:00 p.m. in the Board Room at Village Hall.

MAYOR’S REPORT: Mayor Henley noted that the replacement parkway trees have been planted and commented on the hanging baskets and spring plantings along the Millennium Trail.
