City of Highwood Committee of the Whole met Oct. 5.

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:12 P.M.

1. Roll Call

Present: Aldermen Slavin, Fiore, Peterson and Hospodarsky

Late Arrivals: Alderman Levi at 6:14 P.M.

Alderman Falberg at 6:25 P.M.

Also Present: City Manager Coren, Assistant City Manager Martin, Police Chief Wentz, City Attorney Jablecki and Administrative Assistant Litjens

2. Public Hearing

3. Review of Minutes to be Approved

3.1. City Council: September 21, 2021

Minutes will be approved as presented at the Regular City Council meeting.

3.2. Committee of the Whole: September 21, 2021

Minutes will be approved with the amendments to the titles Library Board President and Executive Director.

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 10/05/2021 AP Warrant List

The Warrant List will be approved for payment as presented.

6. Unfinished Business

7. New Business

7.1 Consideration of an Ordinance Approving a Plat of Consolidation for the City Owned Property Located at 125 North Avenue, 118 Highwood Avenue (and others) Commonly Known as Everts Park.

This will be approved at the Regular City Council meeting consolidating eleven parcels to two parcels.

7.2 Consideration of an Ordinance Amending Section 7-1-7: “Kitchens and Bedrooms” to Eliminate the Prohibition of Bedrooms in Basements in the City of Highwood.

The City Council discussed various impacts this code could have on rental properties in Highwood. Staff has reviewed this concept in depth, especially related to the rental units that have been inspected over the past four years. There have been significantly fewer reports of overcrowding in basements and Staff does not believe modifying this code would have a significant change in crowding in housing units. The Council agreed to table this ordinance to a future meeting to allow for further public input and consideration. The Council also asked Staff to follow up to ensure there are significant fail safes in other codes to provide for enforcement of overcrowding.

7.3 Consideration of an Ordinance Creating Title 4 Chapter 22: Tow Truck Licensing and Regulations.

Tabled to a future meeting.

7.4 Consideration of a Resolution Approving and Adopting an Amended and Restated Personnel Manual.

Tabled to a future meeting.

7.5 A Discussion on the Results of the Community-Wide Survey Regarding Police Services. Assistant City Manager Martin presented various components of the survey including response rate, demographic and the overall positive response from the community.

7.6 A Discussion on the Keeping of Chickens in Highwood.

Staff shared the recent responses to complaints regarding chickens and roosters in Highwood. This item will be presented at a future meeting.

7.7 A Review of a Map on Development within the TIF District in Highwood and a Discussion on the Inventory of Properties.

City Manager Coren reviewed various City owned properties.
