City of Highwood Committee of the Whole met Oct. 19.

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:08 P.M.

1. Roll Call

Present: Aldermen Levi, Fiore, Peterson and Hospodarsky

Late Arrival: Alderman Falberg at 6:45 P.M.

Absent: Alderman Slavin

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens

3. Review of Minutes to be Approved

3.1. City Council: October 05, 2021

The minutes will be approved as presented at the Regular City Council meeting.

3.2. Committee of the Whole: October 05, 2021

The minutes will be approved as presented at the Regular City Council meeting.

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 10/19/2021 AP Warrant List

The Warrant List will be approved as presented at the Regular City Council meeting. 6. Unfinished Business

7. New Business

7.1 A Proclamation Honoring Gladys Credi in Celebration of her 107th Birthday. Mayor Pecaro presented the Proclamation to Gladys, family and friends.

7.2 Consideration of an Ordinance Amending Section 7-1-7: “Kitchens and Bedrooms” to Eliminate the Prohibition of Bedrooms in Basements in the City of Highwood. This will be approved at the Regular City Council meeting.

7.3 Consideration of an Ordinance Creating Title 4 Chapter 22: Tow Truck Licensing and Regulations.

This will be approved at the Regular City Council meeting.

7.4 Consideration of an Ordinance Approving Certain Amendments to the Highwood City Code Pertaining to Fees and Charges and Sections Related Thereto and Amending the Comprehensive Fee Schedule.

This will be approved at the Regular City Council meeting.

7.5 Consideration of a Resolution of the Corporate Authorities to Determine the Amount of the Tax Levy for the 2021 Tax Year.

This will be approved at the Regular City Council meeting.

7.6 A Discussion on the July 2021 Treasurer’s Report.

City Manager Coren shared various healthy financial positions of the Treasurer’s Report.

7.7 A Discussion on Pumpkin Fest 2021.

City staff and Council discussed the updated 2021 Pumpkin Fest footprint including the large attendance.

7.8 A Review of a Map on Development within the TIF District in Highwood and a Discussion on the Inventory of Properties.

This item was tabled to a future meeting.

Note: Chris Meyer from the VFW North Shore Post shared the invite to their monthly meetings held at 7:00pm on the second Thursday of the month at the Wooden Nickel.

Note: Building owner, Dominic Ugolini and Taehee Cho, owner Mr. Joseph’s Liquors made requests for two ‘15 minute parking’ spaces at 109-111 Washington Avenue. Council agreed to honor the request and add one ‘15 minute’ space in front of 105 Washington Avenue, Brian Lock Insurance Agency.

10. Adjournment moved by Alderman Fiore and seconded by Alderman Peterson to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:31 P.M.
