City of Zion City Council met Dec. 19.

(a) APPROVAL OF MINUTES: a Regular Meeting held on December 5, 2023 at 7:00 p.m. 

(b) BILLS: Vouchers 144830 through 144932 drawn on Huntington National Bank N.A., Total: $2,708,264.02 

8. Consider passing ORDINANCES as follows: 

(a) Providing for the levy and taxes for the City of Zion, Lake County Illinois, for tax levy year 2023 to be collected in the year beginning January 1, 2024 and ending December 31, 2024 per Director Conway 

(b) For the levy and assessment of taxes for the Fiscal Year beginning January 1, 2024 and ending December 31, 2024, in and for the Brighton Ponds Subdivision Special Service Area No. 1 per Director Conway 

(c) Providing for the termination of the South Sheridan Road Redevelopment Project Area and the Dissolution of the Special Tax Allocation Fund for the South Sheridan Road Redevelopment Project Area for the City of Zion, Lake County, Illinois on December 20, 2023 per Administrator Knabel 

(d) Authorizing and approving the purchase of in-car printers for the Zion Police Department per Chief Barden 

(e) Authorizing a Memorandum of Understanding between the Lake County Division of Transportation and the City of Zion for police access to a traffic management system per Chief Barden 

(f) Authorizing and approving the purchase of products and services from Flock Group Inc. for the police cameras, software and related services per Chief Barden 

(g) Authorizing a lease for the 22nd Street right-of-way, which is near 2175 Sheridan Road, owners RamPro Realty Group LLC and/or Rubullah Mahdee for access to parking per Director Ianson 

(h) Authorizing the execution of a license agreement by and between the City of Zion and Carmel House/Urban Zion Limited Partnership for use of a City-owned parking lot adjacent to the property located at or about 2815 Elisha Avenue per City Attorney 

(i) Regarding the Illinois Paid Leave for All Workers Act per City Attorney 

9. DISCUSSION/AUTHORIZATION/APPROVAL 

(a) Consider approval of the renewal contract for HVAC maintenance for City facilities per Director Ianson 

(b) Consider approval of vehicle purchase in the Building Department per Director Ianson 

(c) Consider Zoning Docket 23-Z-22 and ordinance, requesting a Special Use Permit for property located at 2101 Gabriel Avenue per Director Ianson. Planning & Zoning Commission recommends approval with conditions. 

(d) Tabulation of Bids – 2023 Water Main Replacement Project per Director Roberts 

(e) Consider proposal from Christopher Burke Engineering Services for Engineering Services for the proposed 2024 Water Main Extension Project per Director Roberts 

(f) Consider proposal from GenesisOne for Citywide copiers per Administrator Knabel 

(g) Consider approval of the City of 2024 Zion Annual Meeting Calendar per Administrator Knabel

13. Consider approval of Collective Bargaining Agreement between the International Union of Operating Engineers Local 150, Public Works Division and the City of Zion per Administrator Knabel
