City of Highland Park Board of Fire and Police Commissioners met June 7

CALL TO ORDER

At 4:00 PM Chair Katz called the meeting to order and asked for a roll call.

ROLL CALL

Members Present: Chair Kiki Katz

Commissioner Evan Witkowski

Commissioner Kris Byrnes

Members Absent: None

Staff Present: Board Secretary Nick Barnes, Detective Tom Spanos, Deputy Chief of

Police William Bonaguidi

Others Present: None

APPROVAL OF MINUTES

Special Meeting of the Board of Fire and Police Commissioners – April 26, 2024

Chair Katz requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of April 26, 2024 with the following amendment(s): The addition of context that the approval of candidate Duke Wang was made with communication given to the Police Department that they be aware with increased attentiveness of the risks and recommendations contained in the post-offer report(s).

Commissioner Witkowski moved to approve the minutes as amended. Commissioner Byrnes

On a voice vote:

Voting Yea: Chair Katz, Commissioner Witkowski, Commissioner Byrnes

Voting Nay: None

Abstain: None

Absent: None

Chair Katz declared that the motion passed.

CLOSED SESSION

Chair Katz requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.

Commissioner Witkowski motioned to move to closed session, Commissioner Byrnes seconded.

On a voice vote:

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes

Voting Nay: None

Abstain: None

Absent: None

Chair Katz declared that the motion passed.

At 4:03 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

Chair Katz reconvened the open session of the Board of Police and Fire Commissioners at 4:20 PM and asked for a roll call.

Commissioner Evan Witkowski

Commissioner Kris Byrnes

Members Absent: None

Staff Present: Board Secretary Nick Barnes, Detective Tom Spanos, Commander Gerald Cameron

CLOSED SESSION REVIEW

The Board reviewed post-offer screening elements for Police Officer (Entry Level) candidate Fabrian Guerrero-Arzola

SCHEDULED BUSINESS

A. Approval of Post Offer Screening Elements for Police Officer (Entry Level) Candidate

The Board made a written determination, by consensus, on post-offer screening elements for Police Officer (Entry Level) candidate Fabian Guerrero-Arzola.

B. Approval of Destruction of Verbatim Records Older Than 18 Months

Chair Katz entertained a motion from Commissioner Byrnes for the Board to approve the destruction of verbatim records older than 18 months. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes

Voting Nay: None

Abstain: None

C. Approval to Release Closed Session Minutes Older Than 6 Months

Chair Katz entertained a motion from Commissioner Witkowski for the Board to approve the release of closed session minutes older than 6 months. Commissioner Byrnes seconded.

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes

Voting Nay: None

Abstain: None

D. Approval of Fire Lieutenant Eligibility Process

Chair Katz entertained a motion from Commissioner Witkowski for the Board to approve City staff to conduct a Fire Lieutenant Eligibility process consistent with past practices. Commissioner Byrnes seconded.

Voting Yea: Chair Kiki Katz, Commissioner Evan Witkowski, Commissioner Kris Byrnes

Voting Nay: None

Abstain: None

Chair Katz entertained a motion by Commissioner Witkowski to adjourn the meeting.

The Board of Police and Fire Commissioners adjourned its meeting at 4:28 PM.
